Nearly 10,000 construction projects were built without permits or in violation of permits.

Mr. Vo Nguyen Phong, Director of the Hanoi Department of Construction, has just signed a report to the Hanoi People's Committee on the results of the inspection and review of compliance with legal regulations on granting construction permits and the construction order situation for various types of residential buildings, including: apartment buildings, multi-apartment buildings (mini-apartments), lodging service businesses (lodging houses), and family homes combined with business and production activities with a high risk of fire and explosion in the area.

According to the Hanoi Department of Construction, despite the achievements, the management of construction order for the types of housing under review (including multi-story, multi-apartment detached houses) still faces many shortcomings and limitations. Illegal construction, violations of planning regulations, and other construction order violations still occur in some districts, counties, and towns.

There are still some prominent construction violations that are causing public outrage, such as: the 9-story mini-apartment building in alley 29/70, Khuong Ha street (Thanh Xuan district); and the My House mini-apartment building in Tan Xa commune (Thach That district).

By November 30th, 30 districts, counties, and towns in Hanoi had inspected 69,448 buildings, including 36,154 family homes combined with business and production facilities at high risk of fire and explosion; 30,298 boarding houses; 385 mini-apartments; and 2,611 apartment buildings.

Regarding construction order inspections, the entire city has 20,915 construction projects that comply with permits, 2,294 projects that violate permits, 7,326 projects that are unlicensed, and 3,045 projects that are exempt from permits… Violations were processed for 165 projects with fines totaling over 3 billion VND. Local authorities are currently inspecting and reviewing another 33,580 projects…

The Department of Construction reported that several localities have a high rate of construction violations. Specifically, Dong Anh district has 5,795 unlicensed constructions; Hai Ba Trung district has 855 unlicensed constructions, 15 constructions built in violation of permits, and is currently reviewing 756 other constructions; Nam Tu Liem district has 559 constructions built in violation of permits, and is currently reviewing 588 other constructions.

Cau Giay District has 433 illegally constructed buildings; Thanh Xuan District has 353 illegally constructed buildings and is currently reviewing 3,241 others; Ba Dinh District has 268 illegally constructed buildings and is currently reviewing 1,681 others…

This situation has occurred partly due to the lack of decisive leadership and direction from local authorities; the capacity and responsibility of some officials and civil servants are not high enough. At the same time, the inspection and handling of violations in some areas have not been rigorous enough, and some district-level People's Committees have not proactively conducted inspections and reviews…

The Department of Construction has proposed that the Hanoi People's Committee consider and direct a severe reprimand of the People's Committees of the districts of Ha Dong, Thanh Oai, Thanh Xuan, Cau Giay, Phu Xuyen, Hoai Duc, and Long Bien for their遅延 in reporting and failure to strictly implement the city's directives as planned.

The proposal suggests that Hanoi City assign the Department of Construction to advise on measures to handle violating constructions, and at the same time consider the responsibility of units that fail to implement or inadequately implement the contents according to the plan. It also proposes considering and handling the responsibility of organizations and individuals who neglect management and lack a sense of responsibility in performing their duties, leading to serious violations of construction regulations in the area.

Regarding mini-apartment buildings, it is necessary to urgently review and assess existing structures to identify violations of construction regulations and fire safety regulations, and to take strict action against them.

At the same time, measures should be taken to address existing shortcomings and limitations, especially in fire prevention and control, to ensure the safety of people's health and property ...
