In Hanoi , to make this activity closer to the people, better understanding their aspirations, the Hanoi City National Assembly Delegation and People's Councils at all levels have continuously innovated and improved the quality of constituent consultations, helping delegates gain more information when participating in decision-making on policies and guidelines that are appropriate to reality and highly feasible.

The constituent consultation sessions are also organized flexibly, in accordance with the actual situation, combining in-person and online methods, and also conducting other appropriate forms to provide information as prescribed and to receive and synthesize opinions and suggestions from voters.

During constituent meetings, more time is allocated for voters to express their thoughts, aspirations, and suggestions to elected representatives. Instead of simply acknowledging and receiving feedback, constituent meetings of National Assembly and City People's Council representatives also increase the participation of local leaders and departments to explain and clarify the issues raised by voters.

In particular, at constituent meetings in localities undergoing rapid urbanization, where many land clearance and land management projects still face obstacles and shortcomings that need to be addressed step by step, the feedback and suggestions of voters are immediately received and responded to by representatives of departments, agencies, and localities.

For issues that could not be fully addressed due to time constraints or required further research, the relevant agencies were requested by the People's Council to provide written responses with a clear timeline.

Not only at the city level, where the important function of voter outreach is clearly defined, but in many districts and counties, there has been a shift towards expanding the target audience, strengthening dialogue, and providing timely information on issues of concern to voters.

As many voters have observed, through monitoring the constituent meetings of National Assembly and City People's Council representatives, it can be seen that the responses to voters' requests have been carefully selected and directly address the issues of concern to residents living in the district. Not only have they listened to the feedback and suggestions of voters, but based on that, they have also incorporated and adjusted some policies to better suit practical realities…

Continue to innovate in both "quality" and "quantity".

With the motto of bringing activities to a deeper level, promptly grasping and reflecting the thoughts, aspirations, and suggestions of the people, in the implementation of the Project "Improving the capacity, effectiveness, and efficiency of the People's Councils at all levels in Hanoi City in the period 2021 - 2026 associated with the pilot implementation of the urban government model and consolidating rural government in Hanoi City", the continued innovation of constituent contact activities is also emphasized. In particular, constituent contact activities focusing on specific topics and fields will be further promoted to deeply understand the issues of concern to the people, and to promptly make suggestions and adjustments to mechanisms and policies.

Recently, at a thematic meeting with constituents on "Vocational Training and Job Placement in Hanoi," many policies, regulations, and laws related to this field were discussed. This also provided an opportunity for representatives and policy-making bodies to gather feedback from constituents on the realities of this work; and to propose specific solutions and measures to improve the effectiveness and efficiency of state management in vocational training and job placement in Hanoi.

To further enhance the effectiveness of voter outreach, the National Assembly delegation of Ho Chi Minh City and People's Councils at all levels continue to focus on compiling, monitoring, urging, and supervising the resolution of voter petitions in a more in-depth and thorough manner.

The responsibility of elected representatives in checking and reviewing the opinions, suggestions, and issues raised by voters from previous meetings has also been given greater emphasis. This allows them to understand the extent to which the competent authorities have addressed these issues, identify any remaining obstacles or bottlenecks, and determine the underlying causes. This also serves as a basis for elected representatives to continue monitoring, urging, and reporting to their constituents.

It can be said that, with diverse forms, enhanced thematic consultations, consultations by delegate groups, at their places of residence, and by sector/profession, etc., have fully conveyed the legitimate opinions and recommendations of voters to the National Assembly and People's Councils.

At the same time, agencies have also strengthened the application of information technology and digital transformation in constituent contact activities, urging and monitoring the resolution of voters' requests... With the results achieved and the focus on innovation in both "quality" and "quantity," it can be seen that constituent contact activities have helped representatives and functional agencies truly listen to the people more.
