This was the directive given by Vice Chairman of the Provincial People's Committee Nguyen Hong Hai during a morning inspection of three transportation projects, including two key projects: Van Thanh Bridge, the DT.719B road section from Phan Thiet to Ke Ga, and the DT.719B road section from Hon Lan to Tan Hai, on March 8th. Also participating in the trip were representatives from relevant departments and agencies, as well as the People's Committees of Phan Thiet City, Ham Thuan Nam District, and La Gi Town.
The Van Thanh Bridge project in Phan Thiet city has a total investment of VND 225,257 million. Construction commenced on December 30, 2022, and is expected to be completed on December 19, 2024. The total land area to be acquired is 1.66 hectares/39 files (34 households and 5 organizations), of which Phu Tai ward accounts for 0.85 hectares/21 files and Duc Long ward accounts for 0.81 hectares/18 files. To date, land acquisition notices, inventory, and legal review have been completed for all 39 files, achieving 100%. The People's Committees of the two wards have reviewed the legal status of 32/39 files, achieving 82.1% (Phu Tai ward: 14/21 files, 66.7%; Duc Long ward: 18/18 files, 100%). The city's compensation council has approved 18 out of 39 dossiers, reaching 46.2% (Phu Tai ward: 4 out of 21 dossiers, reaching 19%; Duc Long ward: 14 out of 18 dossiers, reaching 77.8%). The project's construction progress has reached approximately 43% of the contract volume.
The project to upgrade the coastal arterial road DT.719B, section Phan Thiet - Ke Ga, has a total investment of VND 1,274,317 million. Construction commenced on November 25, 2020, and the Provincial People's Committee allowed an extension of the construction time until December 31, 2024. The total land area to be acquired is 146.4 hectares/314 dossiers, including 64.5 hectares/158 dossiers in Phan Thiet city and 81.9 hectares/156 dossiers in Ham Thuan Nam district. To date, land acquisition notices and inventories have been completed for all 314 dossiers (100%); legal review has been completed for 313/314 dossiers (99.7%) (158/158 dossiers in Phan Thiet city, 100%; 155/156 dossiers in Ham Thuan Nam district, 99.4%). 303 out of 314 compensation plans were approved, reaching 96.5% (151 out of 158 files in Phan Thiet City, reaching 95.6%; 152 out of 156 files in Ham Thuan Nam District, reaching 97.4%). Compensation has been paid for 301 out of 314 files, reaching 95.9% (149 out of 158 files in Phan Thiet City, reaching 94.3%; 152 out of 156 files in Ham Thuan Nam District, reaching 97.4%). The district-level land development center, in coordination with the investor, construction unit, and local authorities, has successfully persuaded households to hand over approximately 21.42/25.61 km of land, achieving 83.6% (Phan Thiet city: 12.06/12.3 km, with 1 remaining case, achieving 98%; Ham Thuan Nam district: 9.36/13.31 km, with 3 remaining cases, achieving 70.3%). The project has reached approximately 72% of the contract volume.
The coastal road DT.719B section from Hon Lan to Tan Hai has a total investment of VND 663,812 million. Construction started on December 15, 2022, and is expected to be completed on May 3, 2025. The total land area to be acquired is 41.8 hectares with 226 dossiers (220 individuals and 6 organizations). Of which, La Gi town accounts for 16.8 hectares/103 dossiers and Ham Thuan Nam district accounts for 25 hectares/123 dossiers. To date, land acquisition notices have been completed for all 226 dossiers, reaching 100%; the commune People's Committees have reviewed the legal status of 130/226 dossiers, reaching 57.5% (La Gi town: 40/103 dossiers, reaching 38.8%; Ham Thuan Nam district: 90/123 dossiers, reaching 73.2%). The district compensation council approved 85 out of 226 dossiers, reaching 37.6% (Ham Thuan Nam district: 85 out of 123 dossiers, reaching 69.1%); approved compensation plans for 43 out of 226 dossiers, reaching 19.0% (Ham Thuan Nam district: 43 out of 123 dossiers, reaching 35.0%) and disbursed payments for 40 out of 226 dossiers, reaching 17.7%. The district-level land fund development center, in coordination with the investor, construction unit, and local authorities, has mobilized households to hand over land for approximately 2.85 out of 10.3 km, reaching 27.6% (La Gi town: 0.69 out of 4.3 km, reaching 16%; Ham Thuan Nam district: 2.156 out of 6 km, reaching 35.9%). The project construction has reached approximately 27% of the contract volume.
Based on on-site inspections and local reports, most projects are facing land clearance issues. The Van Thanh Bridge project has only completed the underwater section; construction at both ends of the bridge has not yet begun. Phan Thiet City is awaiting land valuation for compensation. The project to renovate the coastal road DT.719B section from Phan Thiet to Ke Ga is hampered by the section where Tan Quang Cuong Company mines titanium, due to procedures requiring submission to the central government, leaving the local authorities unprepared for land clearance. The coastal road DT.719B section from Hon Lan to Tan Hai is also facing difficulties in determining the land prices for freshwater agricultural land and saltwater salt production land. Furthermore, 56 graves remain unrelocated due to low compensation rates (only 2.5 million VND for earthen graves and 12.5 million VND for built graves), which residents consider inappropriate.
Regarding this issue, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai directed the investor and construction unit to find sources to provide additional support to the people, and the construction unit agreed to comply with the province's directive. Based on the practical difficulties of the projects, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai directed relevant departments to urgently clear the land to accelerate the construction progress in accordance with the contract…
