Construction sand prices increase, Quang Nam province urgently directs

Why is the price of construction sand increasing?

According to Chairman of Quang Nam Provincial People's Committee Le Van Dung, the current reality is very difficult in terms of common construction materials, especially construction sand. Quang Nam Province is a locality with many construction material mines, including many sand mines with large reserves; however, the implementation of procedures to obtain mining licenses has not met the progress requirements, including objective reasons such as lengthy procedures and complicated auction regulations.

At the same time, there are also subjective causes and responsibilities of some departments, branches, units and localities in coordinating and handling records and administrative procedures related to mineral exploitation activities for common construction materials.

The Chairman of the People's Committee of Quang Nam province requested departments, branches, sectors and localities to enhance their responsibilities, determine the goal of no longer having a shortage of construction materials in the province, meet market demand, and facilitate the supply of construction materials to serve works, projects and the construction needs of the people.

Quang Nam provincial leaders requested localities to urgently review planned material mines in the area to establish procedures to request competent authorities to put them up for auction or delimit areas not to be auctioned to carry out the next procedures and put them into exploitation soon.

Specific solutions

Regarding the sand mine on Vu Gia River in Hoi Khach village, Dai Son commune, Dai Loc district, the Chairman of the People's Committee of Quang Nam province requested Pha Le Investment and Trading Company Limited to urgently and seriously coordinate, work, provide records and documents and have a written request for the People's Committee of Dai Loc district to consider and resolve the extension of the operation of the inland waterway port to serve the Sand and Gravel Mining project in Hoi Khach village, Dai Son commune, Dai Loc district according to authority, in accordance with regulations, ensuring conditions for organizing sand and gravel mining according to the granted Mining License. Requesting the People's Committee of Dai Loc district, relevant departments and branches to actively coordinate, implement, and ensure conditions for reopening the operation of this sand mine in May 2025.

For mines in operation, the Chairman of the People's Committee of Quang Nam province requires mine owners to organize exploitation, supply materials and post and publicly announce selling prices according to regulations.

Regarding the project of exploiting sand for common construction materials in the Ben Pha area (old), Binh An block, Tan Binh town, Hiep Duc district, the leaders of Quang Nam province requested the People's Committee of Hiep Duc district and the Department of Agriculture and Environment to work, guide and urge Hoa Cong Construction, Trade and Transport Company Limited to complete the necessary conditions to ensure exploitation before June 15, 2025.

Regarding the project of exploiting sand and gravel minerals for common construction materials in BTM3 area, Tran Duong group, Tra My town and BTM5 area, village 3, Tra Giang commune, Bac Tra My district, the People's Committee of Bac Tra My district and the Department of Agriculture and Environment are requested to work, guide and urge An Phat Tai One Member Co., Ltd. to complete the necessary conditions to ensure exploitation in June 2025.

For 34 mining areas that have been auctioned, of which 8 mines have been or are completing procedures for granting mining licenses, the Department of Agriculture and Environment is required to urge the winning enterprises to promptly complete the following documents and procedures to ensure mining conditions before September 2025. For the remaining mines, the Department is required to guide the winning enterprises to promptly complete the following procedures, and propose the Provincial People's Committee to consider and resolve to organize mining soon in 2025.

For mineral mines used for common construction materials that have been granted mining licenses, the Department of Agriculture and Environment is required to preside over, along with relevant localities, work, guide and urge units granted mining licenses to promptly complete land procedures and necessary conditions to ensure mining in July 2025.

For mines designated for exploitation to serve public investment projects, the People's Committee of Quang Nam province assigned the Department of Agriculture and Environment and relevant localities to urge mine owners to promptly complete procedures according to regulations to promptly provide common construction materials to serve the designated works, ensuring early completion of the projects.

Quang Nam Provincial People's Committee also requested localities to organize mineral exploitation rights auctions for areas with approved plans for auctioning rights to exploit rocks, sand, and fill soil to be completed in June 2025. Review and propose areas for quarries, fill soil, sand, and gravel; ensure conditions for continuing to put them up for auction as a basis for licensing, and soon have a supply source for the market.

The Chairman of the People's Committee of Quang Nam province also assigned the Department of Agriculture and Environment, the Tax Department of Region XII, the Provincial Police, and the Chairmen of the People's Committees of localities to strengthen inspection and supervision of the exploitation of mine owners according to regulations; handle cases of intentional sabotage of the auction; strictly handle, without any forbidden areas, violations...

On May 27, Vice Chairman of the People's Committee of Da Nang City Le Quang Nam signed Official Dispatch No. 3174/UBND-SXD to the People's Committee of Quang Nam Province to resolve the shortage and stabilize sand prices in the market. The dispatch clearly stated that for many years, construction projects in Da Nang City have mostly used construction sand from neighboring areas, mainly from sand mines in Quang Nam Province. Prices in public investment projects are mostly based on the price list of the Department of Construction of Quang Nam Province announced for mines in Dai Loc District.

According to the reports of investors of public investment projects in Da Nang city such as the Management Board of Investment and Construction Projects of Transport and Agriculture in Da Nang, the Management Board of Projects and Site Clearance of Son Tra district, the market price (reported by contractors) for construction sand and plastering sand ranges from 650,000 - 800,000 VND/ ^m3 ; the market price is high but there is no source of supply and the price has no invoice.
