The conference was attended by leaders from relevant departments, agencies, and localities involved in the project.

Following the merger, from July 1st to the present, the Management Board has streamlined its organizational structure with 6 specialized professional departments and 18 affiliated public service units. The Management Board is currently managing 13 projects with a total investment of over 3,358 billion VND. The 18 affiliated public service units manage 340 projects with a total investment of nearly 8,344 billion VND.
In 2025, the Project Management Board was allocated nearly 735 billion VND, and its 18 subordinate units were allocated over 2,904 billion VND. However, to date, the disbursement rate of the implementing units remains slow, with low disbursement rates, reaching only 24.7% for the Project Management Board and 26.57% for the subordinate units. In particular, ODA-funded projects with a total investment of over 6,900 billion VND are still in the preparation phase, with many aspects remaining unfinished.
According to the project management board's leadership, the above situation is due to the numerous difficulties and obstacles encountered in the implementation of the projects, mainly focusing on issues such as: land clearance; difficulties with earthworks, capital, and organizational structure.

During the meeting, representatives from the Management Board and relevant departments, agencies, and localities focused on thoroughly analyzing and clearly identifying difficulties and obstacles, and proposing specific solutions to overcome them.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang emphasized: Currently, the workload of the Project Management Board and its affiliated units is quite large and still disorganized. Therefore, he requested that the unit urgently coordinate with the Department of Internal Affairs to redefine the organizational structure, functions, and tasks and submit them to the Provincial People's Committee for consideration in order to quickly consolidate and improve operational efficiency.
Regarding the difficulties and obstacles that units and localities are facing in the process of implementing public investment projects, the Vice Chairman of the Provincial People's Committee has offered suggestions, directions, and specific guidance on how to resolve them.
Regarding funding, it is suggested that the Management Board, relevant departments, and localities should discuss and agree on specific solutions for each project; clearly identify the list of projects that need to be transferred to provincial management and those that need to be transferred to commune management, to be submitted to the upcoming sessions of the Provincial People's Council for approval and promptly implemented in the second half of 2025; at the same time, flexibility is needed in adjusting investment capital plans as well as proposing the use of provincial funds to overcome difficulties in implementing projects.
The Vice Chairman of the Provincial People's Committee emphasized: In addition to accelerating the implementation progress, units and localities also need to ensure the quality of the projects and consider this a key factor in the implementation of public investment projects.

Assigning specific tasks to departments and agencies, the Vice Chairman of the Provincial People's Committee noted the need for flexibility in selecting more advantageous policies between the former Gia Lai and Binh Dinh provinces, applying whichever benefits the people, the locality, and the country.
Emphasizing the importance of public investment and viewing it as a crucial driving force for the province's economic growth, the Vice Chairman of the Provincial People's Committee stated: In the near future, the province will assign specific and detailed targets to the western communes and wards, including targets for land clearance and public investment disbursement... Therefore, the Management Board, departments, and localities need to be prompt and decisive in their implementation.
Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang emphasized: Gia Lai province does not differentiate between localities of the old province and the new province and will always accompany them throughout the implementation process. Therefore, units and localities need to rest assured and focus on carrying out the assigned tasks. During the implementation process, if any difficulties or obstacles arise, they should be promptly reported and proposed to the Provincial People's Committee for timely support and guidance to resolve them, with the determination to achieve 100% disbursement of the 2025 public investment plan.
