The inspection focused on leadership and organizational structure after the operation of the two-tiered local government; the implementation of economic growth targets according to the Resolution of the 14th National Party Congress; the implementation of Resolution No. 57-NQ/TW on national digital transformation and regulations on Party building.
The assessment shows that the Party Committee of the Management Board has proactively issued appropriate action programs and effectively promoted its leadership role. The unit has promptly implemented the two-tiered local government model, streamlined its organizational structure, and rationally deployed personnel. The implementation of the Resolution of the 14th Party Congress has initially yielded positive results in terms of project progress and capital disbursement, especially for key projects. In digital transformation, the Board has synchronously applied common platforms, used the electronic Party member handbook, and launched the "Digital Popular Education" movement. Party building, review, and ranking work have been carried out seriously and democratically in accordance with Regulation No. 366-QĐ/TW and Conclusion No. 12-KL/TW.

The inspection team also frankly pointed out shortcomings that need to be addressed soon. The progress of digital transformation is slow; the digitization of documents is only at the catalog stage, specialized databases have not yet been established, and the rate of digital signatures has only reached 90%, with parallel processing of paper documents still occurring. The unit lacks a specific innovation model, and the application of AI is still at the individual testing stage. Regarding Party work, the scoring of emulation is still general and lacks specific accountability…
In his concluding remarks, Comrade Hoang Gia Long acknowledged the unit's efforts and requested the Party Committee of the Management Board to seriously consider the inspection team's feedback and promptly develop a specific roadmap to completely resolve the existing shortcomings.

Regarding professional and technological tasks, the comrade emphasized that the unit must ensure that projects are implemented on schedule, with quality, and according to the disbursement plan. In particular, it is necessary to accelerate the digitization of documents, prioritizing project documents with long-term archiving value; striving to achieve a 100% digital signature rate. The key objective is to complete and officially launch the investment and construction project management software and the website within 2026.
Regarding Party work, the comrade suggested that the unit continue to thoroughly implement solutions to ensure growth targets are met, strengthen supervision and inspection to make adjustments in accordance with reality; and at the same time tighten discipline, ensuring that reviews, evaluations, and rankings are substantive and in accordance with regulations.
