Gia Vien Implements the arrangement of commune-level administrative units on schedule to create high consensus

Arrange logically, tightly, scientifically

In order to carry out the arrangement of commune-level administrative units (AUs), Gia Vien district has directed the competent authorities to compile and review the AUs that need to be arranged to have a basis for developing plans, options, and AUs in accordance with the spirit of the resolutions and conclusions of the Politburo , the National Assembly Standing Committee, and the province's directives and instructions. Through the review, Gia Vien has 8 AUs with natural areas and population sizes below 70% of the standards of the corresponding AUs according to regulations. Some AUs are too small in scale, with fragmented development space, causing many difficulties and obstacles in planning, long-term planning, and socio-economic development orientation.

Comrade Bui Hoang Hai, Head of the Gia Vien District Home Affairs Department, said: Based on the results of the review and guidance from competent authorities, the Gia Vien District People's Committee has developed a Master Plan and a Project to arrange commune-level administrative units in the district for the period 2023-2025 to submit to competent authorities for consideration. The project clearly states the necessity of arranging commune-level administrative units with small areas and populations into large administrative units, creating space for socio -economic development, improving investment efficiency, facilitating planning work and contributing to streamlining the apparatus and reducing staff.

When developing the Project, Gia Vien has carefully calculated and considered specific factors regarding historical traditions, culture, ethnicity, religion, beliefs, customs, practices, geographical location, natural conditions, requirements for ensuring national defense, security, social order and safety, and socio-economic development of the locality. At the same time, it ensures comprehensiveness, synchronization, clearly defining the objects and arrangement roadmap; in accordance with provincial planning, district planning, rural planning, urban planning and other related planning.

According to the Project, in the period of 2023-2025, Gia Vien has 5 commune-level administrative units to be reorganized. Specifically, Gia Vien will establish Tien Thang commune administrative unit on the basis of merging the entire natural area and population size of Gia Thang commune and Gia Tien commune; establish Thinh Vuong town administrative unit on the basis of merging the entire natural area and population size of Gia Vuong commune, Gia Thinh commune and Me town. After the arrangement, the number of commune-level administrative units of the district is 18 (including 17 communes and 1 town).

"Rearranging administrative units is a difficult, sensitive and complicated task, so right from the first days of implementation, the District Party Committee, People's Council and People's Committee of Gia Vien district have directed departments, branches, organizations, units, communes and towns to act cautiously and firmly, creating consensus and unity in perception and action, ensuring the normal operation of the political system and the people's lives are not disrupted. At the same time, the arrangement must be carried out methodically and scientifically on the basis of publicity and transparency; best ensuring the rights and legitimate interests of related entities, including the People, cadres, civil servants, public employees and workers affected by the arrangement" - Comrade Bui Hoang Hai, Head of the Department of Internal Affairs shared more.

Strengthen propaganda work

Like many other localities in the province, in addition to the basic advantages, the implementation of the process of arranging administrative units at the commune level in Gia Vien district has had disruptive impacts affecting the thoughts, feelings and lives of the people, especially the implementation of changing documents and papers of individuals and organizations due to the change of the name of the administrative unit. On the other hand, when implementing plans to organize the arrangement of administrative units at the commune level, a few party members, cadres and civil servants have concerns because after the arrangement, there will be a surplus of cadres, civil servants and non-professional workers. Therefore, at first, some people did not agree; there were certain difficulties in the process of leadership, direction and organization of implementation.

In order to create high consensus among cadres, party members and people of all walks of life, along with implementing steps and procedures in arranging communal-level administrative units to ensure strictness, science and rationality, and developing a plan to rearrange the team of cadres, civil servants and non-professional workers appropriately, Gia Vien district pays special attention to propaganda work with rich content and forms.

Comrade Dinh Thi Hong Hue, Vice Chairman of Gia Vuong Commune People's Committee, said: When arranging administrative units, the locality determined that the key issue is that cadres and party members must be informed, and people must understand and agree, so along with fully disseminating documents of the Central, the province, and the district on the arrangement of commune-level administrative units to all cadres, party members and people, Gia Vuong has focused on doing a good job of propagating the benefits of the merger.

Directive documents from the central to the district level are posted on the commune's electronic information page and broadcast on the radio with a frequency of 4 times/week. Mass organizations, villages and hamlets also promote propaganda in many appropriate forms to create consensus and high unanimity in the entire political system, cadres, party members and people. In particular, the locality has focused on reviewing and posting the voter list to collect opinions on the arrangement of administrative units at the commune level in accordance with regulations; regularly grasp the movement of voters. For cases of people working far away, the commune assigned the hamlets to call and discuss directly, or visit each household to discuss so that the family can inform the members working far away about the plan to collect voters' opinions.

On March 31, 2024, together with the communes subject to the arrangement of Gia Vien district, Gia Vuong commune organized to collect voters' opinions on the content of the Project on arranging commune-level administrative units in Gia Vien district, period 2023-2025. The voting process was carried out in accordance with the correct procedures and regulations, ensuring strictness, synchronization, publicity, democracy and transparency. The opinion collection teams recorded, distributed, collected ballots and summarized the results quickly and accurately, in accordance with the correct procedures and instructions. The whole commune had 99.7% of voters participating in the opinion collection and 99% of the voters whose opinions were collected agreed with the district's Project. Through the voter opinion collection, it was shown that the people in the commune were excited and happy when their locality was merged into a new administrative unit.

Ms. Nguyen Thi Thu in Hamlet 2, Gia Vuong Commune said: Thanks to the propaganda of the commune and hamlet officials, the people have clearly understood the purpose and meaning of the policy of arranging administrative units at the commune level. Therefore, we agree and highly agree with the Project that the district has built. When merging the entire area and population of Gia Vuong, Me town and Gia Thinh commune, it will create conditions to further improve the material and spiritual life of local people.

Up to now, the work of arranging communal-level administrative units has been implemented by Gia Vien district on schedule, according to the set roadmap, ensuring quality and efficiency. Cadres, party members and people in the district are very assured, happy, excited and seriously implementing. After consulting voters, the district is continuing to complete the process, procedures and documents, the Project of arranging communal-level administrative units in the district for the period 2023-2025 to report to the Provincial Steering Committee and the Provincial People's Committee according to regulations.
