Implementing Directive No. 05/CT-TTg dated February 15, 2016 of the Prime Minister on inspection, review, and assessment of the load-bearing safety of old and dangerous houses and public works in urban areas, the province promptly directed the Department of Construction to preside over and coordinate the investigation and survey of the current status of apartment buildings that have expired according to the provisions of the law on construction, and apartment buildings showing signs of severe damage in the province. Accordingly, the number of old apartment buildings, especially class D apartments (the most dangerous class), is currently concentrated in the two major urban centers of the province, Ha Long City and Cam Pha City.
Based on the investigation results, in December 2016, the Provincial People's Committee approved the plan to renovate and rebuild old, damaged and degraded apartment buildings in the province for the period 2016-2021 and beyond 2021 in Decision No. 4500/QD-UBND (referred to as Plan 4500). Specifically, Ha Long City has demolished 11 old and degraded apartment blocks. Thereby, forming 4 3-storey apartment blocks in Bach Dang ward under the project of Myway Ha Long Investment and Hotel Joint Stock Company; 2 5-storey apartment blocks in blocks 4 and 5 in Tran Hung Dao ward; 5-storey apartment block in Column 8 in Hong Ha ward has been demolished and invested in building into a green area and parking lot according to the approved plan. 3 5-storey apartment blocks in blocks 6, 7, 8 in Tran Hung Dao ward have selected investors and are being implemented.
Cam Pha City also demolished 16 old, degraded apartment buildings. Of which, the 2-storey apartment building at Km7, Quang Hanh Ward of the Mine Construction Company 1 has invested in building technical infrastructure and handed over to households. However, in reality, in Ha Long City and Cam Pha City, there are still some old apartment buildings, especially class D apartments, which are not only unsafe for use, but also cause loss of urban beauty. Mr. Pham Ngoc Long, Deputy Head of the Economic - Infrastructure - Urban Department, Ha Long City, said: "Of the 6 apartment buildings, 3 apartment buildings do not meet the technical infrastructure requirements for connection as well as the small land fund, investors are not interested, so the city has implemented parking lots and trees at Bach Long apartment building, Hong Hai apartment building and 2-storey apartment building in Ha Tu ward. The remaining 3 apartment buildings A, C and Lan Be apartment building, the city is researching, calling for investors to be interested in implementing and reinvesting in a comprehensive way to meet the landscape and area".
For Cam Pha City, the city has built 5 locations that can provide long-term temporary residence for households living in class D apartment buildings with a total of 119 rooms, meeting the temporary residence needs of 119 households in case of emergency relocation as well as long-term temporary residence for project implementation.
At the same time, the city also established an outline and project cost for surveying the terrain and establishing a 1/500 scale plan for the urban residential area in the D-class apartment building area of Tan Lap 6 and Tan Lap 7, Cam Thuy ward. The goal is to resettle on-site households with houses in D-class apartments.
Renovating old apartments is a difficult task because it involves many obstacles and problems. Both from the mechanism, the determination of the authorities at all levels and the disagreement of a part of the population.
