General Secretary To Lam: Promoting interconnected and synchronous digital transformation to meet the requirements of organizing the political system

(ĐN) - On the morning of July 2, in Hanoi, General Secretary To Lam chaired the conference to review the work of the first 6 months of the year and key tasks for the last 6 months of 2025 of the Central Steering Committee on science and technology development (S&T), innovation (I&T) and digital transformation (DCT).

Also attending the conference were Politburo members: Prime Minister Pham Minh Chinh; Standing member of the Secretariat Tran Cam Tu; Head of the Central Organization Commission Le Minh Hung; Head of the Central Propaganda and Education Commission Nguyen Trong Nghia; Head of the Central Inspection Commission Nguyen Duy Ngoc and Politburo members and Secretaries of the Party Central Committee.

The conference was deployed online to provinces and cities across the country. Attending at the Dong Nai province bridge were comrades: Alternate member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Ton Ngoc Hanh; Deputy Secretary of the Provincial Party Committee Thai Bao; Deputy Secretary of the Provincial Party Committee, Chairman of the Vietnam Fatherland Front Committee of the province Huynh Thi Hang; comrades who are members of the Provincial Party Committee Standing Committee, members of the provincial steering committee, and leaders of departments, branches and sectors.

Speaking at the conference, Prime Minister Pham Minh Chinh requested provinces, cities, ministries and sectors to carry out many tasks. The first of these is to promote the responsibility of leaders in implementing Resolution 57.

According to the Prime Minister, it is necessary to promote public-private cooperation in a creative way; mobilize resources from the people, including financial resources, intellectual resources and people's creativity.

Regarding infrastructure, it is necessary to develop according to a suitable roadmap, with focus and key points, avoiding waste. The current stage needs to focus on developing data infrastructure. From the ministerial, sectoral, provincial, and municipal levels to communes, wards, and special zones, it is necessary to focus on building databases.

Regarding human resource development, the Prime Minister requested relevant ministries and branches to study and propose policies to attract talents; policies for cooperation and training linkage. The Prime Minister assigned the Ministry of Education and Training to coordinate with the Central Committee of the Ho Chi Minh Communist Youth Union to deploy a community digital technology team to guide people in implementing digital literacy and must complete it within 3 summer months.

Prime Minister Pham Minh Chinh also proposed decentralization and delegation of authority in management work and that all levels must promote creativity and cut out cumbersome and unnecessary administrative procedures. It is necessary to review to decentralize and delegate authority more strongly.

Prime Minister Pham Minh Chinh stated: “Implementing Resolution 57 is difficult but not impossible. We need to be highly determined; identify the focus and key points; do each task properly and complete each task; when assigning tasks, we need to: clearly identify the person, clearly identify the task, clearly identify the authority, clearly identify the responsibility, clearly identify the results.”

Speaking at the end of the conference, General Secretary To Lam acknowledged and highly appreciated the serious, urgent and responsible working spirit of the Steering Committee members; the responsible, profound and practical opinions and solutions presented at the conference.

General Secretary To Lam "named" 8 groups of issues that members of the steering committee, provinces, cities, departments, ministries and branches need to implement in the coming time.

In terms of leadership and direction, General Secretary To Lam required leaders to enhance their sense of responsibility; to be "resolute, persistent, steadfast, and do everything to strengthen social trust".

According to the General Secretary, digital transformation is the central nervous system, a vital bridge connecting all levels of the political system. Therefore, there must be no information "lowlands" or "lowlands". Along with that are tasks such as: perfecting institutions; seriously implementing Plan No. 02-KH/BCĐTW dated June 19, 2025 on promoting interconnected, synchronous, fast and effective digital transformation, meeting the requirements of restructuring the political system's apparatus; implementing solutions to ensure high-quality human resources; ensuring funding for science and technology, innovation, and national digital transformation; paying attention to security and safety issues in cyberspace, protecting personal data and national data, etc.
