In the period of 2021-2025, in the context of many fluctuations in the world and domestic economy due to epidemics, natural disasters and growth decline, Nghe An province remains steadfast in its goal of socio-economic development associated with job creation and sustainable poverty reduction. With the strong leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, and the synchronous participation of all levels, sectors, business community and people, job creation has achieved many important results.
The province has created jobs for 230,763 workers, reaching 109.88% of the plan, an increase of more than 22% compared to the 2016-2020 period. Coordinated to send 98,427 workers to work abroad for a limited period, continuing to hold the leading position in the country in terms of workers working abroad under contracts. Vocational training for 330,150 people, linking training with the needs of businesses, the employment rate after training reached over 81%. The investment environment has been improved, attracting nearly 10,000 new businesses, creating more stable jobs, the average income of workers in businesses reached 7.05 million VND/month. These results have significantly contributed to shifting the labor structure in a positive direction, raising the rate of trained workers to 71.5%, reducing the unemployment rate in urban areas to below 3%, and improving the material and spiritual life of the people.
Besides the achieved results, the job creation work still has limitations such as: Uneven quality of human resources; lack of highly skilled workers; some industries and localities are not proactive and determined in implementation; average income of workers is still lower than the national average...
Deputy Director of the Department of Home Affairs Vi Ngoc Quynh reported on the results of the implementation of the Project on job creation for workers in the province for the period 2021-2025.
In the period of 2026-2030, the whole province strives to create jobs for over 230,000 workers (an average of about 46-47 thousand workers per year), including: Creating jobs within the province for 135,000 workers; creating jobs outside the province for 18,500 workers; sending workers to work abroad for 80,000 people. Shifting labor structure: Unemployment rate in urban areas in the period of 2026-2030 is below 3%. The average rate of employment after graduation is 83.3%; of which, college level is 98.4%; intermediate level is 97.5%; primary level, training under 3 months is 78.2%. The rate of trained workers will reach 77%, of which those with diplomas and certificates will reach 37.8% by the end of 2030 (in ethnic minority and mountainous areas, it will reach 70%, of which those with diplomas and certificates will reach 31.5%). Increase the rate of workers finding jobs through the Employment Service Center system to 70% by 2030.

Improve the quality of forecasting and providing labor market information

Speaking at the conference, Vice Chairman of the Provincial People's Committee Hoang Phu Hien said that currently in the province there are over 17,215 enterprises operating with more than 400,000 workers; especially in large industrial parks such as VSIP, WHA, Hoang Mai I, Hoang Mai II, Dong Hoi... the demand for labor is increasing.
According to the forecast for the period 2026-2030, the province needs to create jobs for 230,000 workers (an average of about 46,000 - 47,000 workers per year). The Vice Chairman of the Provincial People's Committee requested all levels, sectors, localities and enterprises to be more drastic, creating strong and substantial changes to contribute to socio-economic development and improve the lives of the people of the province.
Departments, branches and localities continue to effectively implement the policies of the Party, the State, the Provincial Party Committee, the People's Council and the Provincial People's Committee on job creation; vigorously deploy Project 40-DA/TU and Directive 33-CT/TU of the Provincial Party Committee Standing Committee. Improve the quality of forecasting and providing information on the labor market; enhance the operational efficiency of the Employment Service Center; more closely link training - recruitment - labor use. Mobilize and effectively use capital sources, especially preferential credit from the National Employment Fund. Encourage start-ups, innovation, development of collective economy and craft villages to create jobs on the spot. Promote socialization, attract investment from enterprises associated with job creation.
The Department of Home Affairs closely follows the Programs and Plans on employment settlement to implement them effectively and qualitatively. Coordinate with localities to survey and forecast labor market needs to propose solutions to overcome difficulties, especially in mountainous districts in employment settlement and sending workers to work abroad under contracts. Strengthen inspection, examination and supervision of the implementation of policies and laws on employment settlement of localities, units and enterprises, promptly detect and handle violations by groups and individuals in the implementation of employment settlement - sending workers to work abroad.
The Department of Education and Training promotes student streaming after junior high school and high school. Strongly innovates training content and methods, linked to business needs. Develops training according to orders, training linked to job addresses, focusing on high-skilled human resources.
The Management Board of the Southeast Economic Zone and industrial parks provides timely information on recruitment needs; coordinates recruitment and job fairs; and closely cooperates with vocational training facilities.
Enterprises supporting labor export and labor employing units strictly implement labor laws and policies; regularly improve working conditions, increase income and welfare. Pay attention to investing in social infrastructure to serve workers, create a stable and sustainable working environment. Actively coordinate with training facilities in recruitment and training according to orders. Expand and diversify markets; prioritize markets with high income, safety and stability. Pay attention to supporting poor workers, mountainous workers, and ethnic minorities to participate in labor export. Strengthen management, supervision, and ensure the legitimate rights of workers...
