Deputy Prime Minister Tran Hong Ha requested that ministries and localities definitively resolve difficulties and obstacles in the supply of construction materials for road embankment construction for key transportation projects in the southern region.

The Government Office issued Notice No. 329/TB-VPCP dated July 16, 2024, summarizing the conclusions of Deputy Prime Minister Tran Hong Ha at the meeting to resolve obstacles for key transportation projects in the Southern region.
In the announcement, the Deputy Prime Minister commended and highly appreciated the active involvement, efforts, and spirit of "for the common political task" of ministries, sectors, localities, and units that have resolutely implemented the directives of the Government leaders, especially the Ministry of Transport (which was assigned by the Government leaders to establish a working group) that immediately worked with localities to support and guide the resolution of difficulties and obstacles in the process of resolving procedures for licensing material mines supplying key transport projects in the South; commended Tien Giang , Ben Tre, Vinh Long, An Giang, and Soc Trang provinces for promptly working with localities, investors, and project management boards to agree on the policy of coordinating and supplying sufficient leveling and embankment materials for projects lacking resources as directed by the Government leaders.
However, the workload for each project in the coming period is enormous, the implementation plan is not long, and new obstacles will inevitably arise during the implementation process. This requires all levels and sectors to be extremely urgent and flexible in applying the most favorable mechanisms and policies to shorten the procedures for licensing and exploiting new material mines in order to meet the project's progress.
To ensure the timely and high-quality completion of inter-regional connecting transportation routes, the Party Committees, Provincial Party Committees, and People's Committees of the provinces and cities in the region need to further enhance their sense of responsibility, actively and proactively supplying road embankment materials for the projects; ministries and localities must provide clear, transparent, and authoritative approaches, resolving difficulties and obstacles to supply construction materials (sand) for road embankment for key transportation projects in the Southern region; and continue to strictly implement the directives of the Government leaders.
In this regard, the Ministry of Transport continues to maintain a task force to closely monitor the implementation of mining licensing activities in localities, especially in Tien Giang, Ben Tre, An Giang, Vinh Long, and Soc Trang provinces, in order to support and promptly resolve any difficulties and obstacles that arise. In cases exceeding its authority, it will propose solutions and report to the Prime Minister.
The Ministry of Transport has instructed the My Thuan Project Management Boards to learn from the experience of delays in completing the necessary documents so that An Giang province can flexibly transfer leveling sand from the Chau Doc – Can Tho – Soc Trang Project to the Can Tho – Ca Mau Project; and requires the units to complete the documents for An Giang province to process before July 31, 2024.
Urgently approve the plan to ensure safety of inland waterway traffic in the sand mining area; publish the list of dredging areas for inland waterways under the management of the Ministry of Transport nationwide (including An Giang province) to serve dredging activities, to be completed before July 20, 2024.
The Deputy Prime Minister instructed the Ministry of Transport and the Ministry of Natural Resources and Environment to promptly issue official written responses to the issues raised by local leaders at the meeting (including clear guidance on the opinion of the People's Committee of Dong Nai province regarding the agreement on land mine exploitation); and requested localities to continue to closely coordinate with relevant ministries and agencies to resolve newly arising difficulties and obstacles.
Applying a special mechanism to shorten the time for granting sand mining permits.
The People's Committee of Ben Tre province and local authorities are implementing a special mechanism as prescribed to shorten the time for granting sand mining permits, but must fully comply with the procedures such as assessing reserves, monitoring the environment, etc., during the mining process.
The People's Committees of Tien Giang and Ben Tre provinces should proactively resolve, within their authority, issues related to the licensed capacity for construction material mining, avoiding any impact on the progress of mining license issuance in their respective areas.
Prevent sand from disrupting the construction materials supply chain.
Localities lacking construction materials should proactively work with local authorities to import materials, and have a plan in place when approving investment projects. Local authorities should cooperate and direct efforts to support the supply of construction materials to localities lacking them, preventing fragmentation and disruptions in the construction material supply chain.
For local road construction projects (including those in Ca Mau province), it is requested that investors direct contractors and relevant units to proactively work with localities that have sources of leveling materials to supply the projects in accordance with the law; and not to make recommendations to the Prime Minister on issues that fall under the responsibility of local authorities or businesses to resolve.
The People's Committee of Tra Vinh province directed Duyen Hai Thermal Power Company to conduct a pilot project using fly ash as backfill material for some local road projects (or highways); based on this, they will coordinate with the Ministries of Science and Technology, Transport, Construction, and Natural Resources and Environment to evaluate all physical, mechanical, and environmental indicators of fly ash according to regulations and standards for construction materials.
The Deputy Prime Minister requested the Ministry of Transport and the People's Committees of provinces and cities such as Ho Chi Minh City, Can Tho, Hau Giang, Soc Trang, etc., to regularly update the progress of resolving procedures for supplying sand for road embankment construction for key transport projects under their management, and report to the Prime Minister.
