On behalf of the Hanoi City National Assembly Delegation, the Deputy Head of the City National Assembly Delegation and Vice Chairwoman of the City People's Council, Pham Thi Thanh Mai, gave a brief report to the voters on the results of the Tenth Session of the 15th National Assembly.
National Assembly Deputy Vu Thi Luu Mai reported on the results of responding to voters' petitions by competent authorities, and reported on the results of fulfilling the duties of the National Assembly delegation of the city's constituency No. 4.

At the conference, the delegates and voters approved and highly appreciated the results of the session, which was conducted seriously and responsibly, working continuously for 40 days, passing 51 laws and many important resolutions, promptly meeting practical requirements, and at the same time creating a legal framework for the new period.
Speaking at the meeting, voter Nguyen Van Tuan, Chairman of the Elderly Association of Phu Dong commune, said that on September 10, 2025, Phu Dong commune was the first unit in Hanoi to announce the decision to reorganize and establish six mass associations, including: the Elderly Association, the Red Cross Association, the Association for the Promotion of Learning, the Association of Former Youth Volunteers, the Association of Retired Teachers, and the Association of Victims of Agent Orange/Dioxin. After the merger, the total number of members of these associations will reach over 40,000 people. However, currently, the organization and implementation of tasks of these mass associations still face many difficulties. Therefore, voters requested the Ministry of Interior and the Central Committee of the Vietnam Fatherland Front to promptly advise the Politburo and the Secretariat to issue detailed and synchronized guiding documents on the reorganization and streamlining of the organization, personnel, finances, and assets of these mass associations and to bring them under the direct control of the Vietnam Fatherland Front Committee.

Voter Pham Van Vo (Thuan An commune) reflected that many households in Thuan An commune in particular, and many households in the city in general, are currently living on land inherited from their ancestors, originally garden and pond land located within residential areas. Many households need to subdivide the land to build houses for their grown-up children who have started their own families, but face difficulties related to land prices when converting the land use purpose. Voters propose that the National Assembly and the Government consider exempting or reducing land use fees for households when converting garden and pond land to residential land (within the limit) when subdividing for their children to reduce financial pressure on the people; and consider reducing the conversion fee for households with garden and pond land attached to residential land (according to regulations from January 1, 2026, people must pay 30% of the conversion fee according to the new land price list).
Voters in Bat Trang commune have submitted a petition. Currently, the concrete road running along the Bac Hung Hai river, approximately 0.7km long, is located in Hung Yen province. Starting from the Xuan Quan sluice gate and ending at the border with Bat Trang commune, the road is currently 6-8m wide. According to the Red River urban planning, this section will connect with the planned road along the Red River in Bat Trang commune. To ensure synchronized transportation, voters request that National Assembly representatives urge Hung Yen province to invest in this road, widening the road surface to 21-23m to facilitate trade and economic development between regions and localities.
Meanwhile, voters in Gia Lam commune requested that National Assembly deputies continue to pay attention to Hanoi city and strengthen high-level supervision of the implementation of laws and resolutions of the National Assembly, especially in the issuance of guiding documents and implementation at the grassroots level, in order to ensure that legal regulations are put into practice promptly, synchronously, effectively, and in line with reality.

At the conference, Politburo member, Chairwoman of the Central Committee of the Vietnam Fatherland Front, and Head of the Hanoi City National Assembly Delegation, Bui Thi Minh Hoai, received feedback and suggestions from voters, and instructed the Secretariat to compile them fully for reporting to the National Assembly for consideration, proposing that competent authorities resolve the issues according to regulations, and providing answers to the voters.

On this occasion, the Chairwoman of the Central Committee of the Vietnam Fatherland Front and Head of the National Assembly Delegation of Hanoi City, Bui Thi Minh Hoai, presented gifts to 50 members of the Veterans Association from four communes: Phu Dong, Gia Lam, Thuan An, and Bat Trang.
