It is expected that Thanh Quang commune and Quoc Tuan commune (Nam Sach district) will merge to form a new administrative unit, Quoc Tuan commune. Upon review, it was found that Thanh Quang commune has 3 civil servants (in Justice, Culture and Social Affairs , and Land Administration) and 2 officials (the Party Secretary - Chairman of the People's Committee and the Standing Deputy Secretary of the Party Committee) who have expressed their desire to retire and receive benefits according to Resolution No. 25/2023/NQ-HĐND dated December 8, 2023, of the Provincial People's Council.
According to Mr. Nguyen Xuan Thao, Secretary of the Party Committee and Chairman of the People's Committee of Thanh Quang commune, after the merger of Thanh Quang and Quoc Tuan communes, especially after the People's Council issued regulations on policies for redundant commune-level officials, civil servants, and non-specialized personnel following the merger, the Party Committee and People's Committee of the commune held many meetings to understand the thoughts and aspirations of the officials and civil servants. Through this process, most officials and civil servants who were no longer eligible for re-election or had little time left in their service were ready to request early retirement.
“I find the support policy for redundant officials and civil servants due to the merger very satisfactory. In addition to being able to retire early, I also received a one-time financial support from the province. Although I still have more than two years until retirement age (since the new administrative unit was established), I have voluntarily requested to retire,” Mr. Thao said.
When the merger of Thanh Xa and Thanh Thuy communes (Thanh Ha district) was planned, the Chairman of the Fatherland Front Committee of Thanh Xa commune requested early retirement effective December 1, 2023. Currently, Thanh Xa commune is strictly implementing the directive from higher authorities to temporarily suspend recruitment and election of commune-level officials. Mr. Cao Van Cuong, Vice Chairman of the People's Committee of Thanh Xa commune, said that after understanding the thoughts and aspirations of officials and civil servants, one Deputy Secretary of the Party Committee has announced his retirement effective May 1, 2024; one Chairman of the Veterans Association, one Commander of the Commune Military Command, and one land administration official have also expressed their desire to retire early following the merger.
According to Mr. Cuong, in addition to the state's policy of early retirement under the downsizing scheme, non-specialized officials and civil servants at the commune level who retire early or resign due to redundancy also receive support from the province according to Resolution No. 25/2023/NQ-HĐND of the Provincial People's Council, so local officials and civil servants have shown high levels of agreement.

It is expected that Tai Son commune and Ngoc Ky commune (Tu Ky district) will merge to form Ky Son commune. Upon review, Tai Son commune has two individuals eligible for early retirement under the downsizing policy: the Chairman of the People's Committee and the Vice Chairman of the People's Council. Mr. Nguyen The Tho, Chairman of the People's Committee of Tai Son commune, stated that when the merger of administrative units was announced, he expressed his desire to retire early. However, after studying the Provincial People's Council's resolution on policies and regulations for redundant officials and civil servants after the merger, he wondered if early retirement would result in a percentage reduction due to insufficient years of service.
During the period 2023-2025, Cam Che commune and Viet Hong commune (Thanh Ha district) are expected to merge. A review by Cam Che commune revealed two individuals who do not meet the required qualifications: a Justice official and the Chairman of the Farmers' Association. Both are ready to retire according to regulations. Mr. Vu Van Nhuoc, a Justice official in Cam Che commune, stated that according to regulations, he will reach retirement age in August 2025. He also expects to receive a salary increase in May 2025. However, if he retires early according to the provincial policy from July 1st, 2024, he will be disadvantaged by losing one salary grade. This is causing him concern.
Mr. Hoang Quoc Huy, Head of the Personnel and Administrative Reform Department (Department of Internal Affairs), stated that the province's policy to support redundant officials, civil servants, and non-specialized personnel after the merger aims to reassure them that they can retire with peace of mind. In addition to receiving the state-mandated downsizing policy, redundant officials, civil servants, and non-specialized personnel after the merger will also receive additional support from the province. Officials and civil servants wishing to retire early or resign due to redundancy after the reorganization of administrative units should proactively research and understand the regulations on retirement age and downsizing according to Government Decrees No. 135/2020/ND-CP, No. 29/2023/ND-CP, etc.
According to Mr. Hoang Quoc Huy, specific situations will arise during the implementation of the support policy. In such cases, units and localities will compile reports and send them to the district-level People's Committee for guidance and resolution. If the matter exceeds their authority, the Department of Internal Affairs will provide specific guidance and answers. The province's stance is to ensure maximum benefits for redundant officials, civil servants, and non-specialized personnel resulting from the merger.
It is projected that 60 communes, wards, and towns in the province will undergo administrative restructuring during the 2023-2025 period. Following this restructuring, an estimated 719 commune-level officials, civil servants, and non-specialized personnel will be redundant. This includes 278 commune-level officials, 195 commune-level civil servants, and 246 commune-level non-specialized personnel. To effectively address the benefits and policies for these redundant officials, civil servants, and non-specialized personnel after the merger, on December 8, 2023, the Provincial People's Council issued Resolution No. 25/2023/NQ-HĐND on support policies for commune-level officials, civil servants, and non-specialized personnel who retire early or resign due to redundancy following the restructuring of commune-level administrative units in the 2023-2025 period. According to the resolution, those retiring early under the government's downsizing policy will receive a monthly allowance of 1.8 million VND, up to a maximum of 100 million VND per person. Those resigning under the government's downsizing policy will receive an allowance of 500,000 VND per month of employment with social insurance contributions, up to a maximum of 60 million VND per person. Those resigning voluntarily will receive an allowance of 500,000 VND per month of employment with social insurance contributions, up to a maximum of 150 million VND per person.
