To achieve the set goals, the Provincial People's Committee requested the strengthening of the steering committees for tobacco harm prevention and control at all levels; the development of annual plans with clear responsibilities assigned to each member; enhanced inter-sectoral coordination; and the promotion of the role of the Fatherland Front and socio- political organizations in propaganda and monitoring implementation. Departments, agencies, and localities are to continue to thoroughly understand and strictly implement the Law on Tobacco Harm Prevention and Control; incorporate regulations prohibiting smoking in the workplace into internal regulations; and integrate the target of reducing tobacco use rates into socio-economic development targets. Simultaneously, multi-media communication efforts should be intensified to raise public awareness of the harmful effects of tobacco and passive smoking, especially in schools. The health sector should continue to improve its capacity for counseling and support in quitting smoking; and maintain and expand the model of smoke-free agencies, units, and hospitals. In addition, relevant units will strengthen inspections, checks, and strictly handle violations of regulations on the business, advertising, and use of tobacco products, especially e-cigarettes and heated tobacco products, as prescribed by law.
