Accordingly, based on legal regulations, the People's Committee of Thai Binh province issued Decision 1356 dated August 20, 2024, at the request of the Department of Internal Affairs, to extend the temporary suspension of Mr. Nguyen Viet Hien, Provincial Party Committee member and Director of the Department of Education and Training of Thai Binh province, to facilitate the inspection of the organization of the 10th grade entrance examination for the 2024-2025 school year in Thai Binh, starting from August 21. The extension of the temporary suspension is 15 working days.
Mr. Pham Van Nghiem, Vice Chairman of the People's Committee of Thai Binh province, chaired the press conference on the morning of August 20.
During the inspection period, Mr. Nguyen Viet Hien is responsible for strictly complying with the decision to extend the temporary suspension from work; providing all relevant information and documents; and complying with the requests of the Head of the inspection team and competent authorities as prescribed.
As reported by Nguoi Lao Dong Newspaper, after the Department of Education and Training of Thai Binh province publicly announced the exam scores of candidates participating in the entrance exam for 10th grade in the 2024-2025 school year, there were many mixed reactions from parents and students when the scores of many candidates increased unusually high after the review process.
In fact, parents of students in Thai Binh province have filed complaints with authorities and the press regarding irregularities in the high school entrance exam for 10th grade.
Immediately afterwards, the People's Committee of Thai Binh province decided to direct the establishment of an inspection team, led by the Provincial Inspectorate, in coordination with relevant departments, to conduct an unscheduled inspection of "The implementation of policies, laws and assigned duties and powers of the Department of Education and Training, the Director of the Department of Education and Training and related organizations and individuals in organizing the entrance examination for grade 10 high school in the 2024-2025 school year in Thai Binh province".
On July 31st, the People's Committee of Thai Binh province issued Decision No. 1234 temporarily suspending Mr. Nguyen Viet Hien from his duties for 15 days to facilitate an inspection of the organization of the entrance examination for 10th grade high school.
On August 20th, the People's Committee of Thai Binh province held a press conference to announce the results of the 2024-2025 high school entrance exam in Thai Binh province following an inspection.
The inspection results determined that during the process of manually checking the answer sheets for essay exams, only 0.71% of the exam papers were checked for matching the answer sheets, failing to meet the requirement of at least 20% of the essay exam papers.
When errors were discovered, the Secretariat did not create a report but only recorded the information of the candidates with errors and forwarded it to the Head of the Examination Steering Committee, leading to a failure to clearly identify the cause and take corrective measures.
The inspection team manually checked the answer sheets and determined that 2,997 exam papers had mismatched answer sheets, resulting in incorrect scores for 2,750 papers. There were 49 exam papers with errors in the scoring process, including 19 papers with incorrect scores compared to the published score sheet.
A total of 2,769 essay exams had incorrect scores, including 1,368 exams with higher scores than the announced scores and 1,401 exams with lower scores than the announced scores.
A total of 1,589 candidates had incorrect total scores, including 781 candidates whose approved total scores were higher than the announced scores, and 808 candidates whose approved total scores were lower than the announced scores…
The Inspectorate of Thai Binh province has initially determined that the Head of the Examination Steering Committee and the Secretariat did not comply with regulations during the process of reviewing the essay-based exam papers for the 10th grade high school entrance exam in Thai Binh province, academic year 2024-2025.
This resulted in the incorrect announcement of the total scores of 1,589 candidates, incorrect admission cutoff scores for the first round of admissions for 4 out of 12 specialized classes and 11 out of 29 admissions boards of general high schools, and incorrect admission results for 510 candidates.
The Head of the Secretariat and individuals involved in the Secretariat failed to fully fulfill their responsibilities in performing their duties. The Head of the Examination Steering Committee was irresponsible, failing to inspect, supervise, and promptly report unusual incidents to the Provincial People's Committee, leading to widespread dissatisfaction among parents and students.
Specifically, Mr. Nguyen Viet Hien, Director of the Department of Education and Training, is responsible as the head and Chairman of the Steering Committee for the 10th grade entrance exam in Thai Binh province for the 2024-2025 school year. Civil servants and officials of the Secretariat are responsible for carrying out the assigned tasks and powers during the exam.
The Inspectorate of Thai Binh province recommended that the Department of Education and Training announce the exam results and organize the selection process according to regulations. The Department of Internal Affairs advised extending the suspension of Mr. Nguyen Viet Hien, Director of the Provincial Department of Education and Training, to continue assisting with the inspection.
The People's Committee of Thai Binh province has also assigned the Provincial Inspectorate to continue clarifying the causes and responsibilities leading to the violations of collectives and individuals in the recent exam and to handle them in accordance with the law.
