Supervising the implementation of policies and laws at public service units of the Departmentof Education and Training, period 2018 - 2023

(Haiphong.gov.vn) – On the afternoon of March 14, Deputy Head of the National Assembly Delegation of the city La Thanh Tan and the city's National Assembly deputies conducted thematic supervision of the implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of public service units (PSUs) of the Department of Education and Training (DET) for the period 2018 - 2023.

In the period of 2018 - 2023, the Department of Education and Training has advised the city to issue 5 Resolutions and is presiding over the development of 01 Project on innovation of management mechanisms, financial mechanisms, organization and operation of public service units. As of December 31, 2023, the Department of Education and Training has 638 public service units, a decrease of 62 units compared to 2015. In addition, in 2023, the Department was assigned 25,229 positions and 1,273 professional contracts, so in the period of 2015 - 2023, high schools and units under the Department have reduced 200 positions. The dissemination and implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of the activities of public service units have been serious, responsible and have achieved initial results.

However, there are still some difficulties, limitations, unfinished business and challenges. Typically, the non-public school system has not helped much in reducing the pressure of increasing students; education still depends mainly on public resources. Investment resources for education and training have been given attention but have not yet met practical requirements; the legal corridor on socialization in the field of education and training is not open enough to create motivation to attract investment resources. Socialization and resource mobilization are still limited in scope and lack strategy.

Based on the reality, the Department of Education and Training recommends that the National Assembly soon promulgate the Law on Teachers to create a solid and comprehensive legal corridor to protect the legitimate rights and interests of teachers. The Government amends Decree No. 120/2020/ND-CP dated October 7, 2020 of the Government regulating the establishment, reorganization and dissolution of public service units. The Ministry of Education and Training submits to the Prime Minister for approval the planning of the network of public service units by sector and field in accordance with the provisions of law and organizes implementation when approved by the Prime Minister. The Ministry of Education and Training and the Ministry of Home Affairs are requested to propose to the Government to allow localities to implement 100% of the remaining teacher labor contracts compared to the difference between the number of assigned workers and the norm prescribed by the Ministry of Education and Training (currently 70%). The Ministry of Home Affairs and the Ministry of Education and Training should soon issue documents guiding job positions for schools for the disabled.

For the People's Council and People's Committee of the city, the Department proposes: Issue a Resolution "Special policy to support attracting preschool staff and teachers for the period 2024-2029". Issue a Decision stipulating the list of fields and areas with preferential socialization and the level of land rent exemption and reduction for establishments implementing socialization of land use in urban areas in Hai Phong city.

At the same time, he accepted opinions and requested the Department to supplement data, appendix tables of problems that need to be amended and supplemented, and make recommendations to the National Assembly and competent authorities, and promptly complete the report to send to the Supervisory Delegation for synthesis./.
