Supervising the implementation of policies and laws at public service units of the Department of Labor, War Invalids and Social Affairs, period 2018 - 2023
(Haiphong.gov.vn) – On the afternoon of March 13, Deputy Head of the City's National Assembly Delegation La Thanh Tan and other city National Assembly deputies conducted thematic supervision of the implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units of the Department of Labor, Invalids and Social Affairs in the period of 2018 - 2023.

From August 2022 to present, the organizational structure of the Department of Labor, War Invalids and Social Affairs includes: 9 specialized departments; 01 state management agency under the Department (Department of Social Evils Prevention) and 9 public service units under the Department. These units are all assigned financial autonomy by the City People's Committee. Of which, 01 unit self-insures regular expenditures; 01 unit self-insures part of regular expenditures; 7 units are guaranteed regular expenditures by the State budget. The units carry out the arrangement of the apparatus and use and management of civil servants in the direction of streamlining, rationality, effective and efficient operation, increasing autonomy, publicity, transparency, improving the quality of providing social work services and organizing the mobilization and exploitation of domestic and foreign financial resources to achieve a number of goals of the sector and unit.

However, the number of foster care beneficiaries in affiliated units is increasing, although the budget allocated to the Department of Labor, War Invalids and Social Affairs has been invested more each year than the previous year to ensure the task, there are still many difficulties, some units have degraded facilities affecting the unit's operations. Units such as the Social Work Center and Hai Phong Children's Protection Fund, Hoa Phuong Orphanage, and the Nursing Center for the Meritorious currently have a shortage of civil servants and contract workers compared to the assigned workload, many of the working staff are about to reach retirement age to receive social insurance benefits, and recruiting workers still faces many difficulties due to the standard conditions and specific work that requires time, dedication and responsibility for the job.
At the meeting, the Department of Labor, Invalids and Social Affairs requested the City People's Committee to pay attention to investing more funds to strengthen the facilities for units under the Department to serve the care and improve the quality of care and treatment for the subjects.

Deputy Head of the City's National Assembly Delegation La Thanh Tan acknowledged the Department of Labor, Invalids and Social Affairs for effectively implementing the work of disseminating and disseminating the implementation to the Party Committees of agencies and units, creating high consensus and unity in the organization and implementation. The work of arranging and reorganizing public service units; managing the payroll in public service units and receiving salaries from the state budget in accordance with the law. The operational efficiency of public service units after the arrangement and reorganization has been increasingly improved; the quality of human resources of public service units has been increasingly improved; the autonomy mechanism for public service units has been effectively implemented, focusing on financial autonomy; the effectiveness and efficiency of state management of public service units has been increasingly improved. At the same time, it is recommended that the Department of Labor, Invalids and Social Affairs continue to synchronously and drastically implement solutions and tasks in the process of innovating the organization and management system, improving the quality and efficiency of operations of public service units./.
