Assign the managing unit to invest in the Dinh Ba - Cao Lanh border gate expressway with a capital of 21,856 billion VND

The Government Office has just issued Official Dispatch No. 6892/VPCP - CN to the Minister of Construction and Chairman of Dong Thap Provincial People's Committee to convey the direction of Deputy Prime Minister Tran Hong Ha on the investment in the construction of the Dinh Ba - Cao Lanh border gate expressway section of the Hong Ngu - Tra Vinh expressway.

Specifically, the Deputy Prime Minister agreed in principle to the proposal of the Ministry of Construction and the proposal of the People's Committee of Dong Thap province on assigning the People's Committee of Dong Thap province as the competent authority to invest in the project to build the Dinh Ba - Cao Lanh border gate expressway section of the Hong Ngu - Tra Vinh expressway; assigning the Ministry of Construction to guide the People's Committee of Dong Thap province to implement in accordance with the provisions of law.

According to the Road Network Planning for the period 2021 - 2030, with a vision to 2050, the Hong Ngu (Dong Thap) - Tra Vinh Expressway (CT.36) is one of three horizontal expressways in the Mekong Delta region, about 188 km long, 4 lanes, and investment progress before 2030.

The CT.36 expressway is currently constructing the Cao Lanh - An Huu section with a length of 27.43 km, the remaining sections including Dinh Ba - Cao Lanh border gate with a length of about 68 km and An Huu (Tien Giang) - Tra Vinh with a length of about 90 km have not been invested.

Dong Thap Provincial People's Committee said that the completion of the Dinh Ba - Cao Lanh Border Gate Expressway will contribute to gradually completing the transportation network in the region, shortening the time and distance of transporting goods and passengers from Dinh Ba International Border Gate to economic zones and seaports, creating connections with the North - South Expressway in the West, the North - South Expressway in the East and National Highway 1, promoting the effectiveness of investment in the construction of the Cao Lanh - An Huu section, creating a spillover effect, serving the goals of socio-economic development, national defense and security.

Preliminary research results show that the Dinh Ba - Cao Lanh Border Gate Expressway Construction Project has its starting point at Dinh Ba International Border Gate, Dong Thap Province; its end point is at Cao Lanh intersection, connecting with the Cao Lanh - An Huu Expressway section under construction; the route length is about 68 km.

The route of the Project is proposed to be invested in the scale of a class 100 expressway, with a design speed of 100 km/h, including 4 lanes and 2 emergency lanes.

Based on the construction investment rate announced by the Ministry of Construction in April 2025, the preliminary estimate of the total investment of the Project is about VND 21,856 billion, of which the construction investment is about VND 14,347 billion; compensation, support and resettlement costs are about VND 4,658 billion; contingency costs are about VND 2,850 billion.

The proposed project implementation period is before 2030, in accordance with the investment progress according to the approved planning and the ability to balance resources.

The Ministry of Construction recommends that based on the detailed research results, it will analyze and select appropriate investment forms according to the priority investment orientation according to the PPP investment method.
