This is a unique folk festival deeply rooted in the traditional agricultural culture of the Phong Nam - Phong Le region.
Speaking at the opening ceremony, Mr. Le Cong Dong, Vice Chairman of the Hoa Xuan Ward People's Committee, said that the Shepherd's Festival is a rare festival in the country that honors shepherd children – children who have been closely associated with the fields, farming, and village life for many generations.
This is not only a religious activity praying for favorable weather, abundant harvests, and national peace and prosperity, but also profoundly reflects the humanistic spirit, community cohesion, and cultural beauty of Vietnam's agricultural communities.

According to the elders, the festival, associated with the Thần Thần (God's Shrine) and the Thần Nông (God of Agriculture) Temple of Phong Lệ village, has been passed down through many generations and is held annually on the 1st day of the 4th lunar month. Having gone through many historical upheavals, the festival was interrupted for a long period before being restored and preserved by the local people to this day.

The festival includes many unique activities such as a seminar on "The Shepherd Festival of Phong Le Village in the cultural space of 'Village in the city, city in the village'", the procession of the God of Agriculture through the fields, traditional rituals, folk singing, folk games, a recreation of the old rural landscape, and many community activities rich in folk culture.

Through this festival, Hoa Xuan ward hopes to continue preserving unique intangible cultural values, educating the younger generation about local traditions, and linking cultural preservation with community tourism development and promoting the local image to tourists.
