Thanh Hoa province is urgently implementing the reorganization of villages and residential areas according to the directives of the central government, aiming to streamline the administrative apparatus and improve management efficiency.

Following the issuance of Directive No. 05/CT-UBND by the Chairman of the People's Committee of Thanh Hoa province, Nguyen Hoai Anh, on the reorganization of villages and residential areas and the arrangement and utilization of non-professional personnel at the grassroots level, many localities in the province quickly began reviewing and developing implementation plans that suit their actual circumstances.

According to the People's Committee of Thanh Hoa province, during the period 2017-2020, the entire province reorganized and reduced the number of villages and residential areas from 5,971 to 4,351, a reduction of 1,620 units.

However, currently, the majority of villages and residential areas still do not meet the criteria regarding the size of households as stipulated. Specifically, as many as 671 out of 776 residential areas have fewer than 450 households, and 3,167 out of 3,575 villages and hamlets have fewer than 350 households.

In particular, after the reorganization of commune-level administrative units in 2025, the average number of hamlets and residential areas in each commune and ward will increase to approximately 26 units, creating significant pressure on local administration.

In implementing Conclusion No. 34-KL/TW of the Politburo and Directive No. 21/CT-TTg of the Prime Minister, Thanh Hoa province requires that the restructuring must ensure compliance with criteria and suitability for management requirements when operating a two-tiered local government model. At the same time, the implementation process needs to consider and harmonize historical, cultural, customary, geographical, national defense, security factors, and the natural cohesion of the local community.

Many communes are currently conducting reviews in accordance with provincial guidelines, ensuring that the criteria regarding population size are met and are consistent with actual conditions.

Notably, localities plan to name the newly reorganized hamlets after the reorganization using the names of former ancient villages in order to preserve traditional values ​​and local cultural identity.

The reorganization of villages and residential areas in Thanh Hoa not only aims to streamline the administrative apparatus and improve management efficiency, but also reflects an effort to harmonize development requirements with preserving the "soul" of rural life in the new era.
