
Mr. Hieu regularly seeks to understand the circumstances of people in difficult situations.
Responsibility to the profession
One weekend afternoon, Nguyen Trung Hieu, a social work collaborator in Nang Mau town, Vi Thuy district, enthusiastically guided residents through the procedures for applying for social welfare benefits. Every few minutes, his mobile phone rang, with people reporting on difficult family situations requiring assistance. Hieu shared: “Whenever there are difficult circumstances requiring help, I usually go to their homes to understand their situation. I always listen to their thoughts, wishes, and concerns, and then advise them, connect them with social work services, and find ways to provide support.”
Having been involved in social work since 2023, Mr. Hieu's nhiệm vụ is to coordinate with the cultural and social affairs officials of the town's People's Committee to manage those under social welfare programs, care for poor households, support disadvantaged students, and vulnerable people in the area. When he first took on the role, he felt a lot of pressure; therefore, he was both proactive in his work and diligently researched relevant decrees, circulars, and documents. He also proposed solutions to the local government to support poor households and vulnerable people, helping everyone overcome difficulties so that "no one is left behind."
In 2023, when the local authorities implemented the "I'm Behind You" social work service model in Hamlet 5, Mr. Hieu, along with other members of the model, actively advised and connected people with social work services when needed.
Knowing the difficult circumstances of Ms. Nguyen Thi My Chau, residing in Hamlet 5, who was impoverished and whose husband was seriously ill, Mr. Hieu, along with other members of the model and the local authorities, mobilized support of 3 million VND to help her implement a livelihood model. They advised her to buy more materials to continue her broom-making business. With the remaining capital, she sells lottery tickets. Thanks to this, she has a daily income, making her life less difficult.
Mr. Hieu shared: "Although the work is difficult, helping people gives me even more motivation to stay committed to this job for the long term."
Meanwhile, Mr. Nguyen Hong Phe, an employee of the Provincial Social Work Center, always wholeheartedly supports patients with mental illnesses and vulnerable individuals who are cared for at the center.
His work starts early in the morning and lasts until late at night, sometimes even until dawn, but he's always willing to help. He's always close to them, understanding their thoughts and feelings, encouraging and caring for them like family. Mr. Phê confided: "I always strive to do my best in caring for patients at the center. Despite the hardships, I believe that anyone with a passion for the profession will do this job well."
Forming a team of professional social workers.
The actions of Mr. Hieu, Mr. Phe… and many others have contributed, along with the local Party committee and government, to the effective implementation of social welfare policies in the locality.
The social work network in the province has gradually developed, with investment in infrastructure for social assistance facilities. Previously, the province had no public social assistance facilities, only two private ones. With financial support from the central government and matching funds from the local government, the province has established the Provincial Social Work Center to care for people with neurological and mental disabilities, homeless people, and other vulnerable groups.
According to Mr. Le Van Cao, Director of the Provincial Social Work Center: The center's functions and tasks include receiving, caring for, and nurturing; providing education, vocational training, and rehabilitation; and advising and connecting people with social services. The center currently manages and cares for over 290 patients, homeless people, the elderly, and children. Each person who comes to the center has different circumstances and reasons for their arrival. The center's staff are always dedicated and responsible in caring for patients and vulnerable people here, helping to compensate for the disadvantages they face.
At the community level, social work for vulnerable people is given significant attention by communes, wards, and towns. Currently, all 75 communes, wards, and towns in the province have social work collaborators. Through the effective and proactive activities of these grassroots collaborators, they have contributed to connecting, advising, and supporting vulnerable people in accessing social work services and resolving life's problems.
Training and professional development in social work for officials, staff, and employees in the province has always been a priority. In 2024, 12 capacity-building training courses were organized, with 920 officials, staff, and social work collaborators participating.
In particular, the social work service model themed "I'm here for you," implemented in three localities within the province, has helped many poor patients and people in difficult circumstances receive free medical examinations and treatment, as well as advice on resolving difficulties in their lives.
Mr. Vo Hoang Tham, Vice Chairman of the People's Committee of Nang Mau town, Vi Thuy district, emphasized: "The practical effectiveness of the model is that it has established a network of collaborators in the area. This not only contributes to disseminating policies but also connects and supports people in accessing social services."
To effectively care for and support vulnerable social welfare recipients and disadvantaged individuals, the departments and localities in the province will continue to promote awareness campaigns about social work among the people, so that everyone understands the role and significance of this profession.

On September 15, 2016, the Prime Minister decided to designate March 25th of each year as Vietnam Social Work Day, aiming to honor the noble values and humanitarian significance, and to recognize the role and contributions of social workers in participating in resolving issues of individuals, families, communities, and society, contributing to ensuring the realization of human rights, social justice, progress, and the happiness of the people. |
The entire province has over 43,600 social welfare beneficiaries receiving monthly allowances. In 2024, monthly allowances were provided to 455,780 social welfare beneficiaries, funeral assistance was given to over 2,000 people, and emergency assistance was provided to 53 people. Many gifts were also given to people with disabilities, victims of Agent Orange, orphans, and poor patients. |
