The conference was held in both in-person and online formats, connecting to various locations in provinces and cities. At the Quang Nam provincial location, Vice Chairman of the Provincial People's Committee Ho Quang Buu, along with representatives from various departments, agencies, and localities, attended the conference.

At the meeting, representatives from the Ministry of Science and Technology announced the Prime Minister's Decision on the establishment of the Government Steering Committee on the development of science and technology, innovation, digital transformation, and Project 06. The Steering Committee is chaired by Prime Minister Pham Minh Chinh, based on the consolidation of previous central steering committees on administrative reform, digital transformation, and Project 06.

In his opening remarks, the Prime Minister emphasized that the first meeting of the Steering Committee aimed to review the results and work implemented under Resolution 57 of the Politburo on breakthroughs in national science and technology development, innovation, and digital transformation. From this, lessons learned and tasks and solutions for the future were to be drawn.

In implementing Resolution No. 57, the Government issued Resolution No. 03 on January 9, 2025, and its implementation plan. The Prime Minister emphasized the important role of science and technology and digital transformation in the current and future development stages of the country. Accordingly, it is necessary to improve the level and quality of related work.

According to the Prime Minister, there are three tasks that need to be focused on and implemented decisively at present. Firstly, institutional obstacles must be removed by "using one law to amend many laws." Ministries, sectors, and localities need to review and compile institutional obstacles related to science and technology, innovation, digital transformation, and Project 06 to report and submit to the National Assembly for resolution at the May session.

Institutional barriers are the biggest obstacle, but also the easiest to overcome. Whether institutions are open or restrictive depends on ourselves, so we must overcome limitations in our thinking, methodology, and organizational methods. If done well, bottlenecks can be turned into advantages.

Secondly, a review of infrastructure needs to be conducted to determine what investments are needed in the near future. The Prime Minister stated that in 2025, the central government will allocate approximately 10,000 billion VND (equivalent to 3% of the budget) for investment in science and technology and digital transformation. However, specific projects are needed for disbursement.

"Central government resources cannot be spent indiscriminately. The central government should no longer do the work of the provincial or commune levels. Infrastructure investment must connect the nation and the world. To achieve this, strong decentralization and delegation of power are necessary," the Prime Minister emphasized.

Thirdly, there must be an abundant workforce to meet the new developments in science and technology, innovation, and digital transformation.

In parallel with the three major tasks mentioned above, the Prime Minister proposed continuing to accelerate administrative reform, focusing on reforming administrative procedures. Regarding institutional removal, it is necessary to answer the questions of why laws, circulars, and decrees need to be drafted or amended. Which content should be removed, retained, improved, or supplemented, and why?

At the meeting, the Ministry of Science and Technology reported on the results of implementing national tasks related to science and technology, innovation, and digital transformation, and proposed key tasks that need to be implemented immediately, including: a paperless government, signing and transacting in the digital environment.
The Ministry of Public Security reported on the results of implementing assigned tasks under Project 06; the progress of deploying the National Data Center and the plan for deploying and integrating data from national and specialized databases into the National Data Center. The Ministry of Interior reported on the results of implementing assigned tasks on administrative reform in government programs and resolutions.
