The Ministry of Industry and Trade has been focusing on implementing many solutions to boost exports, focusing on removing difficulties for businesses and promoting the use of FTAs.

Proactively remove difficulties for businesses

In the first 4 months of the year, the total value of Vietnam's import and export of goods reached nearly 239 billion USD, up 15.1%, equivalent to an increase of 31.4 billion USD compared to the same period last year. Of which, exports reached 124 billion USD, up 15.1% and imports reached 115 billion USD, up 15.1%. In the 4 months, the trade balance continued to record a surplus of 9 billion USD. The indicators can be considered to have had very positive growth in the first 4 months of the year, clearly demonstrating the recovery trend of import and export activities.

Some positive points in import-export activities can be mentioned as both foreign-invested enterprises and 100% domestic-invested enterprises recorded good growth in export turnover. In which, the group of domestic enterprises had a higher growth rate (up 22.8% compared to the same period last year, higher than the growth rate of 12.4% of the group of foreign-invested enterprises).

Exports of agricultural and aquatic products achieved high growth (25.7% over the same period last year). Of which, aquatic products reached 2.7 billion USD, up 5.8%; vegetables and fruits reached 1.9 billion USD, up 38.1%, coffee reached 2.5 billion USD, up 53.4%, especially rice, although only increased 9.5% in volume, the turnover recorded an increase of 33.6% reflecting the favorable price level in the market. Exports of agricultural products - which are the strengths of domestic enterprises - have contributed to the positive growth of this enterprise sector.

In addition, key industrial export items continued to recover well: Wood and wood products reached 4.9 billion USD, up 25%; textiles and garments reached 10.4 billion USD, up 6.7%; footwear reached 6.6 billion USD, up 7.2%; iron and steel of all kinds reached 3.2 billion USD, up 28.1%; computers, electronic products and components reached 21.5 billion USD, up 33.9%; phones of all kinds and components reached 18.1 billion USD, up 5%.

The representative of the Import-Export Department said that exports to most market areas grew well, especially markets that have signed FTAs with Vietnam: to ASEAN increased by 10.5%; to Japan increased by 3.3%, to Korea increased by 8.6%, to the EU increased by 15.1%, to Australia increased by 22.6%. Thanks to the upgrade of the Comprehensive Strategic Partnership with two major partners, China and the United States, in which trade is considered an important pillar, exports to China in the first 4 months of the year reached 17 billion USD, up 12.8%; to the United States reached 34.7 billion USD, up 21.2%.

The Ministry of Industry and Trade said that in the current context, the important solution is to boost export activities, promote the implementation of FTAs and remove difficulties for businesses when the world situation continues to fluctuate in a complex and unpredictable manner.

In recent times, the Ministry of Industry and Trade has paid attention to exploiting free trade agreements (FTAs) and has recorded positive results. In the 10-year period of 2013-2022, the average growth rate of export turnover using tariff incentives under FTAs is 12.7%/year, higher than the average growth rate of total export turnover (12.5%/year in the period of 2013-2022).

In the current context, the Ministry of Industry and Trade has been focusing on implementing many solutions to boost exports, focusing on removing difficulties for businesses and promoting the use of FTAs. Accordingly, to remove difficulties for businesses, the Ministry has proactively worked with export industry associations and large export enterprises in the industries to grasp difficulties and problems in production and export of goods, resolve them according to its authority or summarize and report to competent authorities for monitoring and direction.

Direct the Vietnamese Trade Office system abroad to regularly and continuously update information on regulations and policies of the host market, promptly provide information and recommendations to industry associations and export enterprises on the websites of the Ministry of Industry and Trade and Vietnamese Trade Offices abroad.

Work with industry associations to resolve difficulties related to freight costs when tensions arise in the Red Sea; promptly advise industry associations and export enterprises in the context of instability in Israel.

At the same time, strengthen early warning of trade defense lawsuits; guide businesses on how to respond to lawsuits; promptly inform businesses and associations about information, needs, and new market regulations.

Regarding solutions to promote the utilization of FTAs, the Ministry has been diversifying the forms of organizing widespread propaganda about incentives in FTAs, including applying the Internet environment and social networks; coordinating with relevant units and provinces and cities to organize seminars to disseminate ways to maximize market opening opportunities to boost exports and improve the efficiency of exporting Vietnamese goods to markets that have signed FTAs; effectively implementing the system of granting Certificates of Origin via the Internet and the mechanism of Self-certification of Origin; reviewing and simplifying the C/O granting process; applying electronic C/O declaration, etc.

In addition to removing difficulties for businesses and promoting the use of FTAs, the Ministry of Industry and Trade has been supporting local businesses to participate in trade promotion activities to develop domestic and export markets such as participating in fairs and exhibitions, connecting trade between suppliers and purchasing businesses, international distributors and foreign importers directly and online; Directing the Vietnamese Trade Office system abroad to promote market research; coordinating with units under the Ministry to organize online conferences and seminars to disseminate information on import markets (demand, tastes, quality standards, etc.), connecting supply and demand, promoting trade, promoting exports, etc. Improving efficiency and regulating the speed of customs clearance of import and export goods at border gates on the Vietnam - China border, promoting rapid and strong transition to official exports.

The results of the work of promoting exports and promoting the utilization of FTAs in recent times have achieved positive results. Of which, exports in the first 5 months of 2024 are estimated at 156.5 billion USD, up 15% over the same period last year. Exports to partner markets in FTAs have all recovered well.

In the coming time, the Ministry of Industry and Trade said it will continue to proactively coordinate with ministries and branches to promote negotiations and sign new trade agreements with other potential partners; support businesses to maximize opportunities in the agreements; regularly exchange and grasp difficulties and obstacles in each export industry to promptly find solutions to remove and promote export activities.
