Removing difficulties and speeding up the disbursement of public investment capital

On July 28, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Dao My worked with the Management Board of Investment and Construction Projects in the Eastern Region of Dak Lak Province on the arrangement and reorganization of the operational model; progress of implementation, disbursement of public investment capital and removal of difficulties and obstacles in the implementation process.

Attending the meeting were leaders of the Management Board of Investment and Construction Projects in the Eastern Region of the Province, representatives of the Provincial People's Committee Office, relevant departments, branches and localities.

Reporting at the meeting, Director of the Management Board of Investment and Construction Projects in the Eastern Region of the province Dang Khoa Dam said that after the reorganization, the board now has 11 specialized and professional departments and 10 affiliated public service units, including 9 Management Boards of Investment and Construction Projects in the region and the Tuy Hoa Public Service Management Board.

In 2025, the board was assigned to manage and implement 61 projects in the fields of education , health, culture, irrigation, transportation, and infrastructure, with a total capital of more than VND 3,235 billion; as of July 20, about VND 1,048 billion had been disbursed, reaching 32% of the plan. In addition, 9 Regional Management Boards were allocated more than VND 2,218 billion to implement 691 projects; as of June 30, over VND 648 billion had been disbursed, reaching 29.2% of the plan.

Director of the Management Board of Investment and Construction Projects in the Eastern Region of the Province Dang Khoa Dam shared about the progress of project implementation in the area.

In addition to the achieved results, the process of reorganizing the apparatus and implementing public investment projects still faces many difficulties. The leaders of the board proposed that the Provincial People's Committee consider transferring the Tuy Hoa Public Service Management Board to the commune level or assigning it to specialized departments and branches to manage in accordance with its functions and tasks.

Aiming to disburse 100% of public investment capital in 2025, the unit proposed that the Provincial People's Committee direct localities to accelerate compensation and site clearance, especially for large projects such as Nguyen Huu Tho Street, coastal road, infrastructure of Bac Tran Phu urban area, embankment to prevent landslides on the left bank of Ba River, flood avoidance roads; at the same time, direct the Department of Finance to arrange and adjust capital plans, ensuring funding for transitional projects after receiving them from the district level...

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Dao My requested the Management Board of Investment and Construction Projects in the Eastern Region of the province to continue to proactively coordinate with departments, branches and localities to remove difficulties, improve the effectiveness of management and construction supervision, and ensure the progress and quality of the projects. The Management Board needs to work specifically with each contractor to determine responsibilities and thoroughly handle problems during project implementation. Regarding the disbursement of public investment capital, the unit proactively coordinates with the Department of Finance to review and adjust the plan to suit the actual situation.

The Vice Chairman of the Provincial People's Committee also noted that localities should closely coordinate with the Management Board to propose appropriate organizational models and resolve difficulties in compensation and site clearance. At the same time, he requested a thorough review of the contents under his authority such as investment policies, environment, etc. to coordinate smoothly with relevant departments and branches. The Provincial Land Fund Development Center needs to promptly update new regulations and direct the branches of the Regional Land Fund Development Center to effectively coordinate with localities in implementing site clearance for projects, etc.
