Removing difficulties to continue transforming market management model in Ha Tinh

According to statistics from the Department of Industry and Trade, Ha Tinh currently has 151 operating markets. Of which, classified by market class, the whole province has 5 class I markets, 7 class II markets, 134 class III markets and 5 temporary markets. Implementing the transformation of the management model and attracting social investment in markets, on May 30, 2014, the People's Committee of Ha Tinh province issued Decision No. 24/2014/UBND on the transformation process. Accordingly, localities in the province have focused on implementing, encouraging enterprises and cooperatives to participate in investing and directly managing markets. To date, Ha Tinh has mobilized over 1,500 billion VND to invest in and upgrade markets in the area, of which socialized budget sources account for nearly 90% of the total investment capital.

Up to now, Ha Tinh has 129/151 markets managed and exploited by enterprises and cooperatives (accounting for 85.4%). Of which, the number of markets assigned in the form of management model conversion associated with asset ownership transfer or investment policy approval (50-year exploitation period) is 50 markets; the number of markets assigned in the form of management (5-year or 10-year contract) is 79 markets; the number of markets being managed by management boards and commune-level People's Committees is 22 markets.

Ms. Ton Thi Thu Trang - Deputy Head of Trade Management Department, Ha Tinh Department of Industry and Trade said: Converting the market management model not only helps localities overcome degraded facilities but also contributes to promoting the development of trade and services, thereby increasing budget revenue, meeting the requirements of exchanging and buying and selling goods. However, in 2017, the Law on Management and Use of Public Assets was issued, causing problems and overlaps in the market conversion process. Accordingly, on February 3, 2021, the People's Committee of Ha Tinh province issued Decision No. 03/2021/QD-UBND abolishing a number of regulations of the Provincial People's Committee related to the process of converting the management, business and exploitation model of markets in Ha Tinh. Since then, the work of converting the market management model has been temporarily suspended.

Nghen Market in Can Loc Commune is one of 22 markets that have not yet changed their management model, and their infrastructure is currently very dilapidated.

Small traders here are doing business in extremely degraded conditions, in a humid environment, not ensuring hygiene and fire safety.

“The market was built decades ago, so it has now deteriorated. Business is sluggish, so many vendors leave their kiosks empty and do not trade. By 2026, the market's business contracts with vendors will expire. We also hope that the State will pay attention and attract social investment to invest in infrastructure to change the face of Nghen market, helping vendors have better conditions to do business,” said Ms. Bui Thi Nhung, accountant of Nghen Market Management Board.

To remove difficulties and barriers in market development and management, on June 5, 2024, the Government issued Decree No. 60/2024/ND-CP. Implementing the Decree, on February 3, 2025, the People's Committee of Ha Tinh province issued Decision No. 04/2025/QD-UBND on regulations on a number of contents on market development and management in Ha Tinh province. The Decision aims to decentralize and assign tasks to the People's Committees at district and commune levels and provincial departments and branches in market development and management in the area. However, after implementing the 2-level local government model, Decision No. 04/2025/QD-UBND has many inappropriate contents. Currently, the Department of Industry and Trade of Ha Tinh is advising the Provincial People's Committee to amend Decision No. 04/2025/QD-UBND to effectively manage and develop markets in the province.

It is necessary to remove obstacles to continue transforming the market management model; thereby developing trade and exchange of goods of Ha Tinh people.

Currently, in the province, there are many markets invested and managed by the State, mainly distributed in rural communes, remote areas, and markets that meet in sessions. The process of converting the market management model is complicated, especially determining the starting price for organizing auctions and requiring the capacity of organizations and units participating in the auction. If it is stipulated that enterprises have at least 2 years of experience in managing, operating and exploiting markets, it will be very difficult to find enterprises that meet the criteria. The Department of Industry and Trade has sent a document to the Department of Finance proposing that the Ministry of Finance pay attention to perfecting the mechanism for managing, exploiting and using market infrastructure assets in the direction of creating favorable conditions to continue attracting socialized investment in market construction and development.
