In 2025, Vinh Phuc province aims for an economic growth rate of 10-11% compared to 2024. From the beginning of the year, the province issued Decision No. 209 assigning departments, agencies, and the People's Committees of districts and cities to issue action plans and programs, specifying detailed tasks for leaders of agencies, units, and localities to monitor and supervise.
Continue to address issues step by step, thoroughly resolving long-standing problems, limitations, and obstacles, especially in land clearance, shortages of construction materials, implementation of public investment projects, non-budgetary projects, rural clean water projects, and waste treatment.
Specifically, the province has set a target for 2025 to have 32 projects in industrial parks (IPs) commence production and business; 46 key projects requiring focused direction and implementation; and 48 infrastructure investment projects and social housing projects that are behind schedule and need to be accelerated…
With a determination to successfully achieve its goals and tasks, the Department of Construction has focused on preparing construction plans, urban development plans, specialized plans, plans for service land, resettlement land, and functional areas.
The presiding officer, in coordination with relevant departments, agencies, and localities, shall advise and propose to the Provincial People's Committee specific and timely solutions to definitively resolve outstanding legal, financial, or other difficulties faced by investors, and accelerate the progress of urban infrastructure projects and social housing projects.
Since the beginning of the year, the province has commenced construction on 4 out of 6 social housing projects that have received investment approval. Currently, the coverage rate of general urban planning/inter-district regional construction planning throughout the province has reached 100%, the coverage rate of zoning planning has reached 100%, and the coverage rate of general rural construction planning has reached over 90%.
In addition, the Industrial Park Management Board proactively coordinates with departments, agencies, and the People's Committees of districts and cities to review and advise the Provincial People's Committee on solutions to overcome difficulties and obstacles in investment, construction, and infrastructure improvement.
In mid-June, at a conference reporting on the progress of projects being started and inaugurated in anticipation of the 80th anniversary of the National Day of the Socialist Republic of Vietnam, Chairman of the Provincial People's Committee Tran Duy Dong requested relevant departments and agencies to focus intensely and closely monitor the progress milestones for implementation.
For the Nam Binh Xuyen Industrial Park Project, with a total registered capital of 2,200 billion VND and a scale of over 290 hectares, the People's Committee of Binh Xuyen district is tasked with focusing on resolving difficulties and completing compensation and land clearance work.
The Provincial Industrial Parks Management Board plays a key role, proactively coordinating with relevant departments and agencies to guide and facilitate the project's land allocation and commencement according to schedule; in particular, it promptly reports the progress weekly to the Chairman of the Provincial People's Committee.
Regarding the Yen Lac District Medical Center Project, which commenced in late 2023 with a total investment of over 313 billion VND from the provincial budget and a capacity of 250 beds, the relevant units are required to urgently implement and complete the remaining items, ensuring compliance with the schedule and regulations.
Earlier, Chairman of the Provincial People's Committee Tran Duy Dong, along with leaders of various departments and agencies, directly inspected the development and investment situation at industrial parks in the districts. The Chairman of the Provincial People's Committee requested that departments, agencies, localities, and investors of industrial parks focus on accelerating the compensation and land clearance process; and promptly report any difficulties to the Provincial People's Committee for resolution.
Recently, the Provincial People's Committee issued Decision No. 1162, officially approving the investment plan for the Dam Dieu New Urban Area Project in Phuc Yen City. The project is planned as a comprehensively and completely developed new urban area with full facilities including housing, public works, commercial and service areas, and a complete system of technical and social infrastructure.
All of the above items will be built in harmony with the surrounding landscape and in accordance with the overall urban planning of Phuc Yen. The project covers an area of over 59.5 hectares, with an initial total investment, excluding compensation, support, resettlement costs, land lease fees, and land use fees, exceeding 5,400 billion VND.
Thanks to flexible, proactive, creative, and decisive leadership, direction, and management, along with the implementation of appropriate support mechanisms and policies to overcome difficulties and obstacles, by the end of May, out of 32 projects expected to be operational in 2025, 9 FDI projects and 2 DDI projects had commenced operations on schedule or ahead of schedule.
In addition, five other projects are expected to be completed and operational in June, July, and August. Although two projects have requested extensions to 2026-2027 and two projects have not yet started construction, the remaining projects are being accelerated in terms of construction, installation, and machinery import to ensure they become operational as committed.
For the 46 key projects (including 30 public investment projects and 16 projects outside the state budget), departments, agencies, and localities are focusing on resolving difficulties, especially in compensation and land clearance, in order to ensure overall progress.
These results are clear evidence of the province's efforts and effectiveness in governance, creating strong momentum for socio-economic development in the area in the coming period.
