Untangling project bottlenecks, determined to achieve high growth

To realize the target of double-digit economic growth by 2025, the province has been focusing on removing bottlenecks and bottlenecks that are hindering the progress of projects, especially key projects. Thereby, not only speeding up the progress but also creating an open and attractive business environment, ready for a new, strong and breakthrough development phase of the province, bringing positive and sustainable changes to the local economy.

In 2025, Vinh Phuc strives for an economic growth rate of 10 - 11% compared to 2024. Right from the beginning of the year, the province issued Decision No. 209 assigning departments, branches, sectors, People's Committees of districts and cities to issue plans and action programs to assign detailed tasks, specifying tasks for leaders of agencies, units and localities to monitor and urge.

Continue to handle step by step, firmly, thoroughly remove existing problems, limitations, and long-standing obstacles, especially site clearance, lack of materials for construction, implementation of public investment projects, non-budget projects, clean water for rural areas, and waste treatment.

Specifically, the province set a target of 32 projects in industrial parks (IPs) going into production and business by 2025; 46 key projects needing focused implementation direction and 48 slow-progress infrastructure investment projects and social housing projects needing to be accelerated...

With the determination to successfully carry out the goals and tasks, in recent times, the Department of Construction has focused on implementing construction planning, urban development planning, specialized planning, service land planning, land for population expansion, and functional areas.

Take the lead in coordinating with departments, branches, and localities to advise and propose specific and timely solutions to the Provincial People's Committee to thoroughly handle backlogs, legal and financial problems, or other difficulties that investors are facing, and speed up the progress of urban infrastructure projects and social housing projects.

Since the beginning of the year, the province has started construction on 4 out of 6 social housing projects that have been approved for investment. Currently, the coverage rate of the general urban planning/inter-district construction planning of the whole province has reached 100%, the coverage rate of the zoning planning has reached 100%, and the coverage rate of the general rural construction planning has reached over 90%.

Along with that, the Industrial Park Management Board proactively coordinates with departments, branches, sectors and People's Committees of districts and cities to review and advise the Provincial People's Committee on solutions to remove difficulties and obstacles in investment, construction and infrastructure completion.

In mid-June, at the conference reporting the progress of the construction and inauguration projects towards the 80th anniversary of the National Day of the Socialist Republic of Vietnam, Chairman of the Provincial People's Committee Tran Duy Dong requested relevant departments and branches to concentrate highly and closely follow the progress milestones for implementation.

For the Nam Binh Xuyen Industrial Park Project with a total registered capital of VND 2,200 billion and a scale of more than 290 hectares, the People's Committee of Binh Xuyen district will focus on removing difficulties and completing compensation and site clearance work.

The Provincial Industrial Park Management Board plays a focal role, proactively coordinating with relevant departments and branches to guide and create conditions for the project to be allocated land and start construction on schedule; in particular, promptly report progress weekly to the Chairman of the Provincial People's Committee.

Regarding the Yen Lac District Medical Center Project, which started construction at the end of 2023, with a total investment of more than 313 billion VND from the provincial budget, with a scale of 250 hospital beds, the units are required to urgently complete the remaining items, ensuring the correct progress and regulations.

Previously, Chairman of the Provincial People's Committee Tran Duy Dong and leaders of departments and branches directly inspected the development and investment construction situation at industrial parks in the districts. The Chairman of the Provincial People's Committee requested departments, branches, localities and investors of industrial parks to focus on speeding up the progress of compensation and site clearance; promptly report to the Provincial People's Committee on difficulties to remove arising difficulties and obstacles.

Recently, the Provincial People's Committee issued Decision No. 1162, officially approving the investment policy of the Dam Dieu New Urban Area Project in Phuc Yen City. The project is planned as a new urban area with synchronous and complete investment with full facilities such as housing, public works, commercial - service areas, technical infrastructure systems, social infrastructure.

All the above items will be built in harmony with the landscape of the area and in accordance with the general planning of Phuc Yen urban area. The land use scale is more than 59.5 hectares, the total initial investment of the project, excluding compensation, support, resettlement, land rent and land use fees is more than 5,400 billion VND.

With flexibility, proactiveness, creativity and determination in leadership, direction and operation, along with the implementation of appropriate support mechanisms and policies to remove difficulties and obstacles, by the end of May, out of 32 projects expected to operate in 2025, 9 FDI projects and 2 DDI projects had come into operation on schedule and ahead of schedule.

In addition, 5 other projects are expected to be completed and put into operation in June, July and August. Although 2 projects have requested to extend the progress to 2026 - 2027 and 2 projects have not yet started, the remaining projects are being accelerated in construction, installation, and machinery import, ensuring they will be put into operation as committed.

For 46 key projects (including 30 public investment projects and 16 non-state budget projects), departments, branches, sectors and localities are focusing on removing difficulties, especially in compensation and site clearance, to ensure overall progress.

These results are clear evidence of the efforts and effectiveness in the province's management, creating a strong driving force for socio-economic development in the area in the coming time.
