The Prime Minister noted that the workload to be implemented in 2024 is very large, with high requirements and limited time. Ministries, branches, localities, investors and contractors need to be more proactive and determined, focusing on removing difficulties and obstacles, promoting the spirit of serving the country and the people to take action.
Ministries, branches, localities, and related entities must promote greater responsibility in performing public duties; ensure faster and more timely construction progress; the quality of projects and works must be better; techniques, aesthetics, and technology must be higher and more suitable; localities must handle issues related to site clearance (GPMB), materials, logistics roads, technical works, etc. for projects faster and more effectively; do a better job of handling the environment, stabilizing life, and ensuring social security for people affected by projects.
Regarding the issue of site clearance, the Prime Minister requested localities to identify this as a key task, mobilizing the entire political system to completely resolve site clearance work with the North-South expressway project in the 2021-2025 period (especially the provinces: Quang Binh , Quang Tri, Quang Ngai, Binh Dinh, Phu Yen, Kien Giang, Phu Yen); 3 East-West expressway projects and 2 belt projects in the second quarter of 2024; coordinate with investors to determine the priority level of handing over the site in advance for the critical section (a route that crosses the network from the time of project commencement to the time of project completion). Speed up the construction progress of resettlement areas, stabilize people's lives...
"Local leaders must be close to the situation, resolute, and share with the people to be able to do site clearance work. Many localities have done very well, but some localities have not done well. There is no need to be too formal. We must go to the grassroots to listen to people's opinions, see what they want, what they propose, and put ourselves in their position. Even if there is one household, we must go down. If we don't go down, who will?" - the Prime Minister clearly stated.
Along with the lack of foundation materials, the delay in site clearance work also needs to be urgently resolved to speed up the construction progress of the expressway. The main obstacles in site clearance are compensation agreements, slow resettlement arrangements, and unfinished resettlement areas. Along with that is the delay in relocating complex technical infrastructure works (especially high-voltage power systems).
An example is the Bien Hoa - Vung Tau expressway project, which passes through the two provinces of Dong Nai and Ba Ria - Vung Tau, with a length of 53.7 km. Up to now, many sections on the route have gradually taken shape, but in Dong Nai province, the site clearance is still slow. Along with the complexity of the inventory, there are many projects for compensation and site clearance, while the number of personnel of departments, offices, and People's Committees at the commune and ward levels participating in compensation and site clearance is not enough. The investment in the construction of 2 resettlement areas in Tam Phuoc and Phuoc Tan wards in Bien Hoa city and 2 resettlement areas in Long Duc and Long Phuoc in Long Thanh district is also difficult to arrange in time for households.
According to Mr. Vo Tan Duc - Acting Chairman of Dong Nai Provincial People's Committee, out of 4 resettlement areas, 2 resettlement areas in Bien Hoa City must reclaim people's land, so it is necessary to carry out procedures for land recovery compensation, bidding, and auction, which takes a lot of time. Especially in Phuoc Tan Ward, due to "history", there are 700 households illegally building on agricultural land. Regarding the compensation policy for land acquisition, these 700 households cannot be resettled. Therefore, the province is studying policies that can arrange social housing for these households.
Mr. Duc also said that the locality is implementing solutions to speed up the progress of the Bien Hoa - Vung Tau expressway project. The site clearance work has been divided into two units: the Dong Nai Province Compensation and Resettlement Support Project Management Board and the Long Thanh District People's Committee to jointly implement to fulfill the commitment with the Government to hand over the project site before June 30.
Similar to other localities where expressways pass through, the slow progress of site clearance is mainly due to difficulties in reaching agreements on compensation and resettlement for the people. This requires greater responsibility from local authorities in creating consensus among the people - those affected by the project.
