Still stuck on the land
According to the plan, the Di An drainage system project and Tan Dong Hiep Industrial Park (IP) will be completed in 2025. However, the project is facing problems with site clearance, affecting the construction progress. It is noted that, up to now, the Di An City Land Fund Development Center has completed compensation for the T4 canal section (84/84 cases), T5B canal (155/155 cases), Suoi Nhum (left bank 176.6m long - Binh Duong province side 5/5 cases); Cai Cau canal section alone has completed 149/161 cases (including 106 households), the remaining 12 cases have petitions on unit prices and resettlement policies.
For the land belonging to the Ho Chi Minh City National University Planning Area (the right bank of Suoi Nhum is 1,270m long, the left bank of Suoi Nhum is 2,000m long), the compensation work was carried out by Ho Chi Minh City National University using the central budget, starting from December 2018. As a result, the land belonging to package No. 15 of Ho Chi Minh City National University has been handed over 100%. The part belonging to Ho Chi Minh City is still stuck with land clearance.
Regarding the site of package No. 16, according to the representative of the Project Management Board of the agricultural and rural development sector, the project investor said that both banks of the Ho Chi Minh City National University Planning Area have completed 850m of construction, with 250m remaining (8 households have not yet received compensation and handed over the site. These households have made recommendations on the unit price and compensation and resettlement policies). Regarding the site on the left bank of Cai Cau canal, 2,280m long, located in Dong Nai province, there are 79 affected cases, due to the site clearance carried out by the Dong Nai Provincial Land Fund Development Center.
The representative of the Project Management Board of the agricultural and rural development sector said that in the process of implementing compensation and site clearance, the authorities encountered many difficulties and problems with legal procedures and capital allocation; along with that, the compensation land price was low, so it did not create consensus among the people. By May 12, the Land Fund Development Center of Dong Nai province had handed over the site to 76/79 cases. Regarding the construction site of the culvert project across National Highway 1K, on the left bank of Dong Nai province, on April 25, 2025, the site was handed over to 7/8 cases, 1 case is still being resolved; on the right bank of Binh Duong province, there are still 4 households that have not handed over the site, so the construction unit has not been able to implement it. For the right bank area of Suoi Nhum route, about 906.6m long, located in Linh Xuan ward, Thu Duc city, up to now, Ho Chi Minh city has not yet allocated capital to carry out compensation and site clearance.
Need joint effort
Mr. Vu Tien Son, Director of the Project Management Board of Agriculture and Rural Development, said that the unit has proposed the Provincial People's Committee to issue a document requesting the Dong Nai Provincial People's Committee to continue directing the Bien Hoa City People's Committee and the Dong Nai Provincial Land Fund Development Center to promptly hand over the site in 1 case within the scope of the culvert construction across National Highway 1K, and 2 cases within the site of Package 11.
In addition, the Project Management Board of the Agriculture and Rural Development sector has proposed that the People's Committee of Di An City promptly hand over the site for the construction of the culvert project across National Highway 1K (4 cases remaining) and Package No. 11 - Cai Cau Canal (3 cases remaining); at the same time, it directs the City Land Fund Development Center to promptly complete the report on compensation, support and resettlement for the Di An drainage system project and Tan Dong Hiep Industrial Park and submit it to the competent authority for review and approval in May 2025.
“To overcome the difficulties, the Project Management Board of the Agriculture and Rural Development sector has proposed that the Provincial People's Committee consider approving the policy of extending the project implementation period until the end of 2026 to complete the construction of 3 packages (No. 10, 11, 12) on the Cai Cau canal route and package No. 16 on the Suoi Nhum route. At the same time, the Project Management Board proposed that the Provincial People's Committee stop implementing package 15 on the Suoi Nhum canal route (due to the inability to determine the time to complete the compensation and site clearance work in Ho Chi Minh City); as for the cleared area of 5 cases in Binh Duong province, the Project Management Board proposed to assign Dong Hoa ward, Di An city to manage,” Mr. Vu Tien Son added.
The Di An drainage system project and Tan Dong Hiep Industrial Park were approved by the Provincial People's Committee in Decision No. 3100/QD-UBND dated November 11, 2016. The project has a total adjusted investment (provincial budget capital) of over 1,208.1 billion VND. The project includes T4 canal, T5B canal, Cai Cau canal, Suoi Nhum with a total concrete canal length of 9,481m. The project implementation period is from 2017-2023, adjusted implementation period from 2017-2025. |
