The project to build a road from My Lam mineral spring tourist area to National Highway 2D, connecting with Tuyen Quang - Phu Tho expressway is a key project of Tuyen Quang province to expand urban space and promote tourism development.

The route plays a very important role in attracting investment, creating leverage for local socio -economic development. It is necessary for functional units to soon have a plan to remove obstacles to have a clean site and smoothly implement the project.

Three years of construction, still stuck with site clearance

The connecting route project has a total length of nearly 8.8km, a total investment of 487 billion VND, divided into 2 packages, starting in 2022 and expected to be completed in 2025. The land area recovered for the project is 37.63 hectares of 378 households, currently 36.5 hectares of 360 households have been cleared, compensation payment of nearly 91 billion VND, reaching 98.6%. The province has deployed a resettlement area of ​​1.46 hectares, completed land allocation to 24 households out of a total of 28 plots of land.

After more than 3 years of construction, the project's site clearance work still has problems that need to be resolved soon. Currently, 5 households have not received compensation; 7 households have received money but have not yet handed over the site; 11 households have not yet received a land recovery decision; 12 households subject to resettlement have not been allocated land or granted land use right certificates. These problems prevent the project from being handed over "clean" site, causing difficulties in synchronously constructing all items.

In My Lam ward, the total land area recovered for project construction is 20.42 hectares of 206 households, currently 19.9 hectares have been recovered, reaching 97%. The ward has 14 households and individuals allocated 14 resettlement plots, 12 households received compensation and resettlement land. However, the households that have received land have not moved to the resettlement area because they have not completed the procedures for granting land use right certificates, so they cannot build new houses.

In the ward, there are still 2 households that have not received money and resettlement land (Mr. Nguyen Van Tu, Nguyen Van Hoan, both in Kim Phu 24 residential group). Mr. Tu's family built a house on production forest land, so they are not eligible for compensation under the 2024 Land Law. Although they were allocated a resettlement plot, the family does not have the funds to build a new house because they were not compensated for their property, so they have not received the land and handed over the site. Mr. Hoan's family has not received compensation, and requested a permit to build a house on another plot of land belonging to the family and requested a written commitment to allow the demolition of the old house 5 to 6 months after the completion of the new house. When these conditions are met, the family will hand over the site.

Vice Chairman of the People's Committee of My Lam Ward, Ngo Viet Anh, said that the ward is closely coordinating with relevant agencies to propagate, mobilize, and promptly complete procedures for land allocation for resettlement and grant land use right certificates to households. For households that have received compensation but have not moved due to procedural problems, the ward will support in completing documents, measuring to grant certificates and hand over land. For cases of land use violations, which have been propagated and mobilized but deliberately do not receive money and hand over the site, the ward will resolutely have a plan to organize construction protection or enforce land recovery according to regulations.

Faced with difficulties in site clearance, the Board has established working groups, sending staff directly to each household to discuss solutions and promptly resolve them, especially at "bottlenecks" affecting construction. The groups regularly coordinate with the commune and ward authorities to review and evaluate the situation to advise and propose appropriate solutions, both in accordance with regulations and ensuring progress.

The groups regularly coordinate with the commune and ward authorities to review and evaluate the situation to advise and propose appropriate solutions, both in accordance with regulations and ensuring progress.

Speed ​​up construction, compensate for progress

Mr. Le Thanh Cong, Commander of Package No. 08, Hiep Phu Limited Liability Company, said that the unit is responsible for constructing the section from Km0 to Km1+900. Since March 2024, the unit has been handed over a part of the site, but due to the "sticky rice" situation, it has not been able to mobilize machinery and human resources to construct simultaneously, currently the value has only reached about 50% of the contract value. The unit's 1.9km long route is still stuck with about 500m, passing through the area of ​​8 households that have not handed over the site. The unit hopes that the investor and the government will soon remove the obstacles, hand over the clean site so that the contractor can mobilize maximum human resources and machinery, continuously construct, and speed up the progress.

Package No. 09 is constructed by the Thanh Hung Investment and Construction Limited Company - Phuc Thanh An Limited Company from Km4+240 to Km8+892, currently the value has reached 71% of the contract and the entire site has been handed over. However, the biggest difficulty for the contractor at present is encountering a volume of about 6,000-7,000m³ of rock at Km5+160 that needs blasting and breaking, and there is no plan to connect the end point of the route Km8+892 with National Highway 2D.

Head of Planning and Technical Department, Thanh Hung Company Nguyen Van Duong said that the unit is mobilizing 1 drilling rig, 2 excavators, 4 transport vehicles and about 10 workers to continuously work, ensuring safety and speeding up progress. The unit recommends that the authorities soon approve the connection plan so that the project can be completed and put into operation on schedule as per the contract.

The project of the route from My Lam mineral spring tourist area to National Highway 2D, connecting Tuyen Quang - Phu Tho expressway is one of the important routes, helping to complete the traffic infrastructure network in the area. When completed, the route will not only facilitate the development of My Lam mineral spring tourism, but also contribute to promoting trade of goods, improving the lives of people in the area.
