
On the afternoon of May 7th, the People's Committee of Ca Mau province held a conference to review the first year of implementing the reorganization of administrative units and the operation of the two-level local government.
Assessments at the conference showed that the province's organizational structure has been streamlined, reducing the number of departments and intermediate levels, thereby improving operational efficiency and effectiveness.
At the provincial level, 15 administrative organizations and 19 public service units have been reduced. At the grassroots level, the province maintains 64 commune-level administrative units, and 100% of communes and wards have established Public Administrative Service Centers along with public service units providing essential services, ensuring smooth operation.

One of the key highlights is the strong implementation of decentralization and delegation of authority. The total number of tasks performed at the commune level currently stands at 1,044, an increase of 914 tasks compared to before. Currently, 100% of communes and wards have received and processed administrative procedures according to their assigned authority.
Digital transformation also achieved impressive milestones, with the rate of timely processing of applications exceeding 99%; and the satisfaction level of citizens and businesses reaching over 97%.

Personnel and public asset restructuring have also been implemented promptly. To date, Ca Mau has transferred more than 300 surplus land and buildings, while providing timely support to more than 1,100 officials from the former Bac Lieu province who have come to work in Ca Mau, and more than 6,300 commune-level officials and civil servants after the restructuring.
Besides the achievements, the conference also frankly acknowledged some difficulties in the operational process. A prominent issue is the mismatch between personnel placement in some areas and their expertise and strengths. The capacity of the workforce in complex areas such as land management, construction, and information technology at the commune level remains insufficient and weak.

Furthermore, the volume of tasks transferred to the grassroots level has increased rapidly while the necessary supporting conditions have not been synchronized, leading to confusion in the work process.
Furthermore, although investment in information technology infrastructure has been prioritized, it remains inconsistent; many grassroots-level offices are cramped, dilapidated, and lack equipment…

In his closing remarks at the conference, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Ca Mau province, Lu Quang Ngoi, requested that agencies and localities in the province continue to review and improve their organizational structure; promptly adjust and assign cadres according to their strengths; and promote professional training and development for commune-level staff.
The head of the Ca Mau provincial government noted that the entire political system in the province must focus on implementing comprehensive solutions to ensure double-digit or higher growth targets in 2026 and the 2026-2030 period, with a focus on accelerating the implementation and disbursement of public investment capital.

In implementing Resolution No. 57-NQ/TW of the Politburo, priority should be given to investing resources in information infrastructure and working equipment for communes, accelerating document digitization, and developing digital government platforms.
In the coming period, Ca Mau will continue to review proposals for the reorganization of hamlets and neighborhoods according to regulations; promote decentralization and delegation of power while improving implementation capacity, linking it with resources and strengthening inspection and supervision.
The Chairman of the Provincial People's Committee expressed confidence that, with a spirit of unity and strong political determination, the province's two-tiered local government model will continue to operate effectively, contributing to the development of a modern administration and better serving the people.
