
Currently, the Department of Health manages 133 administrative procedures under its jurisdiction. These procedures mainly fall under the fields of medical examination and treatment, pharmaceuticals, food safety, and preventive medicine. All procedures are publicly available, implemented through a one-stop shop and integrated one-stop shop mechanism, and updated on the public service system.
Mr. Ly Kim Soi, Deputy Director of the Department of Health, said: "We believe that administrative procedure reform in the health sector is not just about reducing paperwork, but more importantly, about facilitating convenience for the people. Therefore, the department focuses on reviewing and proposing the reduction of outdated content, while standardizing processes and promoting the application of information technology in handling procedures."
In that spirit, the review and proposal for simplifying administrative procedures are carried out regularly. According to the review results before July 1, 2025, the health sector has proposed to the competent authorities a 32% reduction in processing time (from 15 days to 10 days) for 5 administrative procedures in the fields of medical examination and treatment and social welfare. In 2026, the Department of Health will continue to review 7 more administrative procedures to propose simplification.
In addition, the Department of Health has promoted the modernization of administrative procedures through the digitization of records and online public services. This has yielded positive results; specifically, in 2025, the department received over 1,900 applications and administrative procedures, 100% of which were received online.
Ms. Hoang Bao Ngoc, residing in Tran Quang Khai II block, Luong Van Tri ward, said: "At the end of May 2026, I went to the Provincial Public Administrative Service Center to apply for a medical practice certificate. Unlike before, when I had to prepare many documents and make multiple trips, now I was guided by the staff to submit my application online and pay the fees online. I can complete the application at home, without needing to photocopy documents for authentication as before; I only need to take photos and submit the application through the system. During the processing, I can check the information to know the progress of my application."
Besides improving processes, the spirit and attitude of the staff play a crucial role. Ms. Hoang Hai Yen, an official from the Department of Health responsible for receiving and processing applications at the Provincial Public Service Center, said: "Submitting applications online brings convenience to the people as well as efficiency in resolving administrative procedures. Therefore, when people come to complete procedures, we guide them step-by-step on the system, from creating an account and filling out information to submitting applications online."
With these practical solutions, by 2025, 100% of applications will be processed correctly and ahead of schedule by the Department of Health; 97% of organizations and individuals will be satisfied with the department's handling of administrative procedures. From the beginning of 2026 to the present, the rate of applications processed correctly and ahead of schedule has reached 100%, and the satisfaction rate has increased to 100%. In the future, the Department of Health will continue to implement comprehensive solutions to reform administrative procedures, creating a foundation towards building a modern, professional administration that puts citizens and businesses at the center.
