Contributing to maintaining the Party's ideological stronghold within the Army.

Presiding over the conference, General Nguyen Trong Nghia, Member of the Political Bureau , Secretary of the Central Committee of the Party, Standing Member of the Central Military Commission, and Head of the General Political Department of the Vietnam People's Army, highly appreciated the efforts and achievements of the General Political Department in 2025; emphasizing that these results made an important contribution to maintaining the Party's ideological front in the Army, improving the quality of Party work and political work, and creating a solid political foundation for the entire army to successfully complete its tasks.

General Nguyen Trong Nghia requested the General Political Department to continue to thoroughly understand the resolutions and directives of the Party and the Central Military Commission; improve the quality of strategic advice on Party building, Party work, and political work in the new situation, focusing on strongly innovating the content and methods of political education ; enhance the leadership capacity and fighting strength of Party organizations; and build a team of political cadres who are courageous, intelligent, and exemplary.

The Head of the General Political Department of the Vietnam People's Army emphasized the importance of maintaining discipline and order; strengthening ideological management and military personnel management; proactively combating and refuting erroneous and hostile viewpoints; and firmly protecting the Party's ideological foundation within the Army. Each agency, unit, and individual officer and Party member within the General Political Department must uphold a high sense of responsibility, solidarity, and determination to successfully complete all assigned tasks, contributing to building a revolutionary, regular, elite, and modern Vietnam People's Army.

In 2025, the General Political Department comprehensively implemented, with a focus on key areas, and successfully completed its regular tasks, especially excelling in assigned unexpected tasks. Notably, it advised, directed, and guided the synchronized implementation of solutions to improve the quality and effectiveness of political education and ideological leadership; and provided pioneering media guidance in protecting the Party's ideological foundation. Information, propaganda, press, culture, literature, art, film, publishing, library, exhibition, and display activities were organized in accordance with political orientation…

The 20th Congress of the Party Committee of the General Political Department was held successfully and exemplarily. The General Political Department maintained and strictly implemented the combat readiness duty regime; promoted the building of a regular army and disciplinary management; organized training and inspections of regulations, physical fitness, and live firing with high results and absolute safety; guided agencies and units in reviewing and reporting on proposals for organizational structure towards a lean, efficient, and strong force; implemented the decision to establish a symphony orchestra on schedule; reviewed requests for recruitment, transfer, selection, salary increases, promotion, and transfer out, and implemented military personnel policies and regulations according to principles; and managed and used national defense land strictly and for its intended purpose.

Furthermore, law enforcement agencies closely adhere to political tasks and address emerging issues in practice, conducting inspections, investigations, verifications, and resolving cases objectively and in accordance with the law. Functional agencies and units actively research and coordinate the development and implementation of digital ecosystem projects and databases to support the digital transformation of Party and political work.

Administrative reform and digital transformation within the General Political Department have made significant progress. Regulations and rules on education, training, and student management have been effectively implemented, alongside the strict execution of directives, orders, and regulations on logistics, technical support, finance, economic activities, and the stockpiling of materials and equipment to ensure timely readiness for combat and other regular and unexpected tasks.

The Emulation Movement for Decisive Victory within the General Political Department has been implemented seriously, substantively, and with a focus on key areas. The content of the emulation closely adheres to political tasks, linked to building a clean and strong Party organization and a comprehensively strong agency. The awarding of commendations is conducted democratically, openly, and promptly, strongly oriented towards the grassroots level. In 2025, the entire General Political Department will have 492 collectives and 3,268 individuals receiving commendations at various levels, creating a vibrant and widespread emulation momentum.

At the Conference, the leaders of the General Political Department awarded commendations to collectives and individuals who had achieved outstanding results in performing their duties and participating in the "Determined to Win" emulation movement in 2025. Prior to this, the Conference launched the "Determined to Win" emulation movement for 2026 within the General Political Department with the theme "Unity, Discipline, Breakthrough, Creativity, and Determination to Win" and the overarching guiding principle: Strengthening unity, maintaining discipline, resolutely achieving breakthroughs, innovating, and successfully completing tasks.
