The working session aimed to collect delegates' opinions on two contents and thematic survey outline of the Ho Chi Minh City National Assembly Delegation, including: The organization of the implementation of Laws and Resolutions passed at the 9th session of the 15th National Assembly ; Resolution 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City and disbursement of public investment capital in 2025; The work of deploying and organizing the implementation of the Central Government's policies and regulations on digital transformation, implementing Project 06, reforming administrative procedures in a connected, comprehensive, online, and non-administrative manner; building digital government, digital society and functions, tasks and powers of local governments at the commune level in Ho Chi Minh City.
At the meeting, delegates focused on discussing and evaluating the results of implementing Resolution 98, proposing solutions and policies to promote the development of Ho Chi Minh City in the new period. In particular, they discussed related issues, aiming at the goal of developing the City into a leading financial, industrial and high-tech center in Southeast Asia. Along with that were specific opinions and proposals to improve the effectiveness of survey and monitoring activities as well as building institutions and implementing organizations for the new Ho Chi Minh City...

Speaking at the meeting, Head of the Ho Chi Minh City National Assembly Delegation Nguyen Van Loi highly appreciated the enthusiastic, responsible and profound opinions of the delegates attending. After 1 month of implementing the 2-level local government model, Ho Chi Minh City is still in the "running and queuing" phase, moving from the stage of establishing the government to the stage of stabilizing and starting to operate. Difficulties are certain, but in the midst of difficulties, it is necessary to recognize them with a sense of responsibility and an attitude of sharing with the grassroots team, especially at the commune and ward levels.
From that reality, comrade Nguyen Van Loi emphasized that this survey is not only for inspection or supervision, but needs to aim at the larger goal of proposing institutions, contributing to planning mechanisms for Ho Chi Minh City in the period of 2026-2030.
Regarding Resolution 98, he expressed that in the long term, Ho Chi Minh City needs to have a separate institution for a special urban area, not just stopping at the mechanism in Resolution 98. From the survey, it is necessary to propose strategic recommendations, stronger decentralization and delegation of power, associated with appropriate resources for the city to effectively carry out its tasks.
He also suggested continuing to complete the survey outline, closely following the current issues of public investment, finance, budget, science and technology, education , health, etc. This is also to directly serve the preparation of documents for the upcoming Ho Chi Minh City Party Congress.
