Effectively implement the OCOP Program, develop agricultural economy with specialized areas, large-scale raw material areas applying modern science and technology, friendly to the environment; strengthen brand building, promotion and expansion of domestic consumption market as well as export; continue to focus on developing tourism into a spearhead economic sector with diverse tourism products, closely linked to cultural traditions, identity, natural landscapes and people of Ha Giang; improve the efficiency of border gate economic activities.

Synchronously implement education and training work, improve the quality of human resources; develop and improve the operational efficiency of Ethnic Boarding Schools; research and propose a pilot model of multi-disciplinary and multi-level university and vocational education facilities in Ha Giang.

Continue to effectively implement social security policies, ethnic and religious affairs, sustainable poverty reduction, improve people's material and spiritual life, especially ensuring environmental sanitation in remote areas, ethnic minority and mountainous areas; strengthen land, resource, mineral management and environmental protection. Innovate the management and development of culture, ensure the requirements of cultural development on par with economic and political development; focus on implementing the Vietnamese Cultural Outline and the Resolution of the 13th National Party Congress on cultural development with the spirit of "Culture lights the way for the nation", ethnicity, science, mass; research and develop digital culture, cultural industry; preserve and promote the identity and good traditional cultural values, characteristics of Ha Giang ethnic groups, change and move towards eliminating bad customs and practices that are no longer suitable.
