This was affirmed by the Chairman of the Hanoi People's Committee, Tran Sy Thanh, at the dialogue conference to resolve difficulties and promote high-tech activities in the Hoa Lac High-Tech Park.
Businesses are still facing land clearance issues.
In accordance with Government Resolutions No. 119/NQ-CP and 167/NQ-CP on the transfer of Hoa Lac High-Tech Park and its management board from the Ministry of Science and Technology to the Hanoi People's Committee, the park was officially handed over to the Hanoi People's Committee for management on November 24, 2023.

To date, Hoa Lac High-Tech Park has attracted 109 investment projects (including 95 domestic and 14 foreign investment projects), with a total registered investment capital of approximately VND 115,500 billion, representing nearly 40% of the total registered investment projects in the park. Many of these projects have become operational, contributing to the creation of jobs for approximately 14,500 skilled workers and generating revenue of around VND 30,000 billion in 2023. This is a significant achievement, especially considering the difficulties and challenges faced in developing a new model like Hoa Lac High-Tech Park. However, this result is not yet commensurate with the potential and expectations. Businesses operating within the park are facing numerous difficulties and obstacles.
As an infrastructure investor in the Hoa Lac High-Tech Park, Nguyen Khac Hai, Deputy General Director of Vinaconex, stated that the current land status in some areas within the park has not yet been compensated and cleared, thus affecting the synchronized investment in infrastructure in functional zones as well as the implementation of some investment projects.
Also facing difficulties with land clearance, the General Director ofFPT Hoa Lac High-Tech Park Development Company, Nguyen Van Loc, said that FPT is one of the first investors in Hoa Lac High-Tech Park, with 3 projects currently underway. Currently, FPT University still has 7.6 hectares and High-Tech Park 1 still has 19 hectares that have not been cleared.
In addition, FPT also highlighted difficulties regarding land lease prices and mechanisms. Specifically, the company has not yet determined the land lease fee or the reimbursement amount for land clearance costs; nor does it have contracts or land use right certificates for the projects.
Besides difficulties in land clearance, at the conference, businesses also raised concerns about infrastructure. Currently, transportation connecting the inner city and the Hoa Lac High-Tech Park does not meet the needs of workers, and housing projects and social infrastructure in the area are still lacking.
Representatives from Hawha AEno Engines stated that since the company began production, it has frequently experienced unstable input voltage fluctuations, affecting production plans, product quality, and causing losses due to defective or damaged goods. Specifically, during this period, there have been 28 incidents, averaging 5-6 power fluctuations per year. Therefore, they requested that the Hanoi People's Committee and the Hoa Lac High-Tech Park Management Board direct and coordinate with relevant departments to find solutions to prevent and definitively address the root causes of these incidents, ensuring the quality of the voltage supplied to the company.

Furthermore, many businesses have reported weak or no mobile phone signal in their factory areas. The extremely weak mobile phone signal limits and disrupts communication for work and emergency situations. Therefore, we request that the Hanoi People's Committee and the Hoa Lac High-Tech Park Management Board coordinate with mobile network operators to implement measures to improve the quality of mobile phone signals.
Commitment to supporting businesses
At the conference, Chairman of the Hanoi People's Committee Tran Sy Thanh and representatives from ministries, departments, localities, and leaders of the Hoa Lac High-Tech Park Management Board directly answered the difficulties and obstacles faced by businesses.
Deputy Minister of Planning and Investment Nguyen Thi Bich Ngoc stated that, in the context of many changes in the world and the region, competition to attract high-tech projects is becoming increasingly fierce, with countries taking strong steps to attract high-tech projects. Therefore, the role of policy mechanisms for high-tech zones is extremely important. For the Hoa Lac High-Tech Zone, a special mechanism needs to be developed to attract investors in terms of land and human resources. In addition, attention should be paid to developing social and transportation infrastructure. In reality, this is a bottleneck that prevents attracting investors to the high-tech zone. On the other hand, there needs to be a targeted investment promotion program to encourage large corporations to invest in high-tech.
After listening to and engaging in dialogue with investors, Chairman of the Ho Chi Minh City People's Committee Tran Sy Thanh stated that the difficulties and obstacles are not new issues, but for many reasons, both objective and subjective, they have not yet been resolved. “For the Hoa Lac High-Tech Park to develop to its full potential, the determination and efforts of state management agencies alone are not enough; the cooperation and support of investors are also crucial. In the spirit of win-win cooperation, ‘harmonious benefits, shared risks,’ I hope that investors will seriously and resolutely fulfill their investment commitments in the Hoa Lac High-Tech Park,” Chairman Tran Sy Thanh said.

Chairman Tran Sy Thanh affirmed that the city government is committed to always standing alongside the business community and entrepreneurs in Hanoi in general, and organizations and businesses in the Hoa Lac High-Tech Park in particular; and will continue to decisively and comprehensively implement solutions to support businesses and improve the investment and business environment.
The city has focused on directing several priority tasks: completing all land clearance work for the Hoa Lac High-Tech Park in 2024; allocating additional resources to invest in completing and upgrading the park's infrastructure, improving infrastructure and landscape, and creating the best possible conditions for investors' operations. In particular, the city has directed relevant agencies to research and propose unique and superior mechanisms and policies to accelerate the pace and improve the quality of development of the Hoa Lac High-Tech Park, specifically by incorporating regulations related to the Hoa Lac High-Tech Park into the draft Law on the Capital City (amended), which is expected to be submitted to the National Assembly for consideration and approval at the upcoming 7th session.
It has been determined that Hoa Lac High-Tech Park is a key area for research, development, testing, application of high technology, production of high-tech products, and innovation for the country and the capital city; it is also a testing ground and pilot site for mechanisms and policies for the development of high technology and high-tech parks nationwide.
In the coming period, the Ho Chi Minh City People's Committee will strengthen efforts to ensure security and order in the Hoa Lac High-Tech Park, implement solutions to promptly meet the requirements for housing and social infrastructure, and ensure convenient transportation for those working in the Hoa Lac High-Tech Park. Simultaneously, it will continue to invest in high-tech infrastructure, including controlled testing zones, to create the best conditions for promoting high-tech activities.
Chairman of the Ho Chi Minh City People's Committee, Tran Sy Thanh, requested that the Ministry of Science and Technology promptly submit to the Government a draft amendment to Decree 74/2017/ND-CP on special mechanisms and policies for the Hoa Lac High-Tech Park. He also requested consideration of restarting the establishment of an intellectual property registration office within the Hoa Lac High-Tech Park to support businesses in research and development.
For members of the City People's Committee's Special Task Force on resolving difficulties and obstacles and effectively supporting businesses, investors, and investment projects, it is necessary to fully receive opinions and suggestions from investors, and then research and propose specific solutions for each specific issue.
Regarding issues falling under the city's jurisdiction, Chairman Tran Sy Thanh requested the Hoa Lac High-Tech Park Management Board to proactively coordinate with the Department of Planning and Investment and other relevant departments and agencies to quickly resolve them, avoiding prolonged delays and providing prompt feedback to businesses.
The conference included a signing and exchange of cooperation agreements between the Hoa Lac High-Tech Park Management Board and the Department of Market Development and Science and Technology Enterprises and the Hanoi City Development Investment Fund; and the ceremony of awarding the Decision approving the investment policy and the Investment Registration Certificate for investment projects in the Hoa Lac High-Tech Park.
