The above requirement was stated by the Hanoi People's Committee in a document on strengthening the implementation of legal regulations on construction and safety control of old apartment buildings and multi-story, multi-apartment detached houses (commonly known as mini-apartments).
Here, the city requires developers and building owners to provide sufficient parking space for motorcycles; they should refer to and apply the parking area design of multi-story, multi-apartment detached houses, as stipulated for apartment buildings.
According to this regulation, multi-story, multi-apartment residential buildings must ensure a minimum of 6 square meters of parking space for motorcycles and bicycles for each apartment. If the parking space cannot be ensured based on the number of apartments, a plan for parking outside the building must be in place.
At the same time, building owners must ensure adequate spacing between vehicles, implement fire prevention measures in parking areas, and separate parking areas from apartment lobbies and stairwells.

The Hanoi People's Committee also requires that electric vehicle charging areas be located separately, ensuring a safe distance from surrounding vehicles. People are not allowed to charge batteries overnight, and the chargers must be compatible with the vehicle's battery system.
The vehicle charging process must be monitored safely; apartment owners must equip their properties with appropriate specialized fire-fighting equipment to handle electric vehicle battery fires or explosions.
For buildings already in use, the city requires districts, counties, and towns to review and develop evacuation plans to ensure safety in case of an emergency; to encourage the removal or cutting of illegal structures to create escape routes; and to review emergency staircases and escape routes, adding escape routes to ensure compliance with current fire safety regulations.
For new construction projects, the relevant authorities strictly control compliance with legal regulations on planning, construction, fire prevention and fighting, management of construction permits, quality management, and construction order management as prescribed.
Specifically, these projects must ensure proper design regarding parking areas, emergency exits, power supply systems, and fire prevention and fighting systems; the organizations and individuals responsible for design and design review must possess the necessary qualifications and capabilities as stipulated by law.
For old apartment buildings, the People's Committees of districts, counties, and towns are required to immediately implement solutions to minimize safety risks by developing evacuation plans to ensure safety in case of an incident, encouraging residents to remove illegal extensions and create escape routes, etc.
The Hanoi Department of Construction also needs to coordinate to expedite the inspection of old apartment buildings and complexes; propose plans to ensure safety for old apartment buildings in general and for those classified as dangerous (level D) where residents have been advised to relocate…
