Vice Chairman of Hanoi People's Committee Truong Viet Dung shared the above at the seminar "Digital transformation - A "vital" bridge" organized by the Government Electronic Information Portal in coordination with the Office of Hanoi People's Committee on the morning of July 24.
Data Interconnection: The 'Golden Key' to Administrative Reform
According to Mr. Truong Viet Dung, Hanoi City has thoroughly grasped the direction of the General Secretary as well as the Prime Minister and determined that digital transformation and administrative reform are not only technical tools but also a problem of thinking and ways to reorganize the apparatus.
Hanoi has determined that data connectivity is the "golden key" to implementing administrative reform contents and aiming for 100% of records to be online and the entire process to be online.
Hanoi is the first locality in the country to implement the model of a one-level public administrative center and later deployed 126 more points with 12 branches and 476 kiosks to support administrative procedures.
With the recent digital transformation and administrative reform, Hanoi has many ways to do it, including mobilizing young resources to support digital transformation. In Hanoi, there are currently 97 academies and schools, we choose schools with students with technology skills. The city will issue a directive on 45 days and nights of support for local authorities in digital transformation.
In addition, Hanoi will redesign the system. Instead of people having to go to the government, the government will come to the people and listen to the people, receive feedback from the people.
Proactively sending cadres from the City down to the commune level to solve the shortage of cadres
Deploying a two-level local government, on July 21, the City People's Committee assigned KPI targets and aimed to ensure that by July 30, 80% of administrative procedures in 126 communes/wards as well as the city must be online and at least 20% of the entire process, linked to the responsibility of the head.
However, with this target, it will be very difficult at the grassroots level and according to the current staffing, there are only 5 staff at the One-Stop Reception Department. To solve the shortage of staff, Hanoi has proactively transferred staff from the City level to the commune level.
Currently, in addition to the operating unit, the Public Administration Service Center has also invited 2 lawyers to work daily at 126 locations to provide legal advice and support to people and the system.
Currently, of more than 2,000 processes, the City has redesigned and focused on about 100 procedures that generate a lot of records, such as criminal records, secured transactions, birth registration, permanent residence registration, and social insurance for children under 6 years old.
Encourage new models and new ways of working among staff.
At the grassroots level, Ms. Trinh Ngoc Tram, Vice Chairman of the People's Committee of Cua Nam Ward, shared that in order to meet the digitalization requirements as some of the indicators that the Vice Chairman of the City People's Committee just mentioned, Cua Nam Ward has a roadmap for training and fostering skills for its staff and civil servants. This content is included in the plans and orientations for the digital transformation work of the ward.
According to Ms. Trinh Ngoc Tram, in order to achieve digital transformation, the role of people is extremely important, which is the ward's cadres. The ward has determined a roadmap related to training and fostering for the ward's staff. Closely following the direction from the Central to the City to organize training for the ward's staff and civil servants to deploy and implement correctly, avoiding overlap, avoiding the same work with many systems and many ways of doing.
In addition, the ward encourages new models and new ways of working among the ward's staff and civil servants; will organize seminars, share, and seek opinions from experts to be able to advise the ward. The ward also builds a roadmap for training and fostering staff and civil servants. In addition to the basic foundations, there will be a separate orientation for the ward in the development roadmap of science and technology as well as digital transformation.
"I think that officials and civil servants also need to proactively approach technology. In addition to training courses, seminars and sharing programs, each official must always proactively approach technology and new things so that they do not fall behind everyone else," said the Vice Chairman of the People's Committee of Cua Nam Ward.
Another target that the ward has identified to target, in addition to the civil servants, is the people of Cua Nam Ward. We think that operating the apparatus, implementing digital transformation and whether the digital transformation is successful or not, the role of the people is extremely important. The people are the beneficiaries and directly implement what we build. The public service system is also implemented by the people and businesses.
So people must have access to technology, must feel that using technology is very normal and effective.
Therefore, when placing AI robots in Cua Nam ward, in addition to supporting public administration points, it is also one of the ways to help Cua Nam ward residents access digital technology, so that people feel that accessing digital technology is something new and truly useful.
In addition, we have also calculated that, with the support of forces at public administrative points, next time people will not need to go to public administrative points anymore but can sit at home to perform all services on digital platforms.
Therefore, it is necessary to have training and a propaganda team. In addition to the youth union, a shock team in digital transformation at the grassroots, commune and ward levels is extremely important. The ward continues to strengthen communication to help people access technology and experience technology.
With major orientations from the central to local levels and especially those who work directly from the grassroots, we have consensus, support from the people and businesses as well as supporting experts, then these wishes of ours can come true and come true soon.
Vice Chairman of Hanoi People's Committee Truong Viet Dung added that Cua Nam ward is one of the pioneers in redesigning the system of structures and processes to serve the people, instead of people having to go there.
In recent times, Hanoi has had a hotline 19001009 and chatbots to process and guide information for people. Up to now, more than 74,000 people have been supported.
It is expected that in September or early October, the Hanoi Department of Information and Communications will open the Smart Operations and Computing Center.
"We are determined and committed to the Central Government, the Ministry of Science and Technology and the Ministry of Home Affairs, Hanoi will take the lead in implementing pilot models. And when designing related content to serve the people, we will package the products and hand them over to the Central Government to share and replicate to other localities," said Vice Chairman of the Hanoi People's Committee Truong Viet Dung.
