Hanoi suspends entertainment and recreational activities during the national mourning period.

On April 4th, the Chairman of the Hanoi People's Committee, Tran Sy Thanh, signed and issued Official Dispatch No. 03/CD-UBND regarding the national mourning for Comrade Khamtay Siphandone, former Chairman of the Lao People's Revolutionary Party and former President of the Lao People's Democratic Republic, for two days, April 4th and 5th, 2025.

In accordance with the Special Announcement of the Central Committee of the Communist Party of Vietnam , the National Assembly of the Socialist Republic of Vietnam, the President of the Socialist Republic of Vietnam, the Government of the Socialist Republic of Vietnam, and the Central Committee of the Vietnam Fatherland Front on the National Mourning for Comrade Khamtay Siphandone, former Chairman of the Lao People's Revolutionary Party and former President of the Lao People's Democratic Republic, and based on Government Decree No. 105/2012/ND-CP dated December 17, 2012, the Hanoi People's Committee requests all agencies and offices in Hanoi to fly flags at half-mast for two days of the National Mourning (April 4, 2025 and April 5, 2025).

A flag at half-mast is the national flag, with a mourning band (measuring 1/10 the width of the flag, with a length equal to the length of the flag, and the flag is only hoisted to 2/3 the height of the flagpole, secured with a black cloth band to prevent it from flying freely).

Organizations, individuals, and entertainment venues are required to suspend or postpone art programs, sports competitions, and entertainment activities within the city during the two days of the National Mourning period (April 4th and 5th, 2025).
