The Hanoi People's Committee has allocated 24,000.6 m2 of land in the Kim Chung New Urban Area (Kim Chung commune, Dong Anh district) for use in transportation infrastructure and social housing construction.

The Hanoi People's Committee has just issued Decision No. 699/QD-UBND assigning 24,000.6 m2 of land at plot CT3 in the Kim Chung New Urban Area, Kim Chung commune, Dong Anh district to the Joint Venture of Hanoi Housing Investment and Development Corporation and Viglacera Corporation - JSC to implement the Social Housing Project in accordance with the investment policy outlined in Documents No. 9794/UBND-XD dated November 10, 2011, No. 220/UBND-XDGT dated January 12, 2015, and Decisions No. 7407/QD-UBND dated October 25, 2017, No. 1215/QD-UBND dated April 8, 2022, and No. 4515/QD-UBND dated August 28, 2024 of the Hanoi People's Committee. Decision No. 3264/QD-HDTV, Board of Directors dated August 17, 2018 and No. 222/QD-HDTV, Board of Directors dated January 16, 2025, approving the project, issued by the Chairman of the Board of Members of Hanoi Housing Investment and Development Corporation and the Chairman of the Board of Directors and General Director of Viglacera Corporation - JSC, stipulates that: 2,701.6 m2 will be used for transportation infrastructure land; and 21,299 m2 will be used for urban residential land.
The location, boundaries, and area of the project site are determined in the Land Use Master Plan QH-01, scale 1/500, prepared by Viglacera Consulting Joint Stock Company in 2017, and confirmed by the Department of Planning and Architecture as consistent with Decision No. 1831/QD-UBND dated March 21, 2017, of the Hanoi People's Committee; the Architectural and Landscape Spatial Organization Plan QH-02, scale 1/500, prepared by Viglacera Consulting Joint Stock Company in 2017, and confirmed by the Department of Planning and Architecture on April 14, 2017; and the Boundary Coordinate Map handed over by the Department of Natural Resources and Environment on April 12, 2019.
Out of a total of 24,000.6 m2 of land, 21,299 m2, bounded by markers A, B, C, D, E, F, 6.1, 7.1, and A, is designated for the construction of social housing. Land allocation method: State allocation with payment of land use fees. Land use term: For the investor, land use is from the date of signing the land allocation decision until November 10, 2061; for apartment owners: Long-term stable use.
2,701.6 m2 of land, bounded by markers A, B, C, D, 8a.1, 9.1, 8.1, A and E, F, 9a.1, is designated for internal roads. The joint venture between Hanoi Housing Investment and Development Corporation and Viglacera Corporation - JSC is responsible for constructing the integrated technical infrastructure, maintaining and preserving the works after construction, and handing them over to the local government for management and shared use within the city as stipulated. Land allocation method: The State allocates land without collecting land use fees. Land allocation process: Land is allocated without auctioning land use rights or bidding to select investors for projects using the land.
