The CT3 social housing project in the new urban area of Kim Chung, Thien Loc commune, Hanoi city is expected to receive applications from November 10 to December 19, 2025, with a tentative selling price of VND 18.4 million/ m2 including VAT and maintenance fee.
The project is located on land lot CT3 of Kim Chung new urban area, Thien Loc commune, formerly Kim Chung commune, Dong Anh district, about 20km from the city center.
The project scale includes 3 12-storey buildings and a penthouse, with a total floor area of about 109,400m2 , equivalent to 1,104 apartments, providing accommodation for more than 3,900 people.
Of which, there are 589 social houses for sale, 212 social houses for rent, 128 social houses for rent-to-own, and the rest are commercial apartments.
According to the announcement, the estimated selling price of social housing in this project is 18.4 million VND/ m2 .
The estimated apartment rental price is 91,700 VND/ m2 /month.
The estimated apartment rental price is 312,860 VND/ m2 /month with a rental period of 5 years.
All sales and rental prices include VAT and maintenance fees.
The investor representative said that the selling price, rental price, and hire-purchase price are only tentative, the official price will be approved by the investor according to current regulations.
According to the introduction, the apartments in the project have an area of 49.8-64m2 . With the above unit price, an apartment with an area of 49.8m2 in the project costs about 920 million VND. The largest apartment of 64m2 costs about 1.2 billion VND.
The expected time to start receiving home purchase applications at the CT3 social housing project is from November 10 to December 19, 2025.

Time to receive applications to buy social housing at Thuong Thanh project from October 1 to November 4, 2025, expected apartment handover time is the third quarter of 2027.
Also related to the development of social housing projects, recently the Hanoi People's Committee has decided to approve the consortium of Viglacera Corporation - JSC, Hoang Thanh Infrastructure Investment and Development JSC and Central Construction JSC as investors to implement the Tien Duong 1 social housing project in Phuc Thinh commune, Hanoi.
This project has a scale of nearly 45 hectares, total investment capital of more than 9,300 billion VND, land fund for social housing construction is more than 13 hectares, and commercial housing is more than 3.3 hectares.
