The Hanoi People's Committee has recently issued a document to departments, agencies, district and town People's Committees, and affiliated public service units regarding the implementation of Government Decree No. 178/ND-CP dated December 31, 2024.

Hanoi requires all units to do a good job of political and ideological work among cadres, Party members, civil servants, public employees, and workers, especially those affected by the reorganization of the administrative apparatus.

At the same time, the assigned units are tasked with conducting a comprehensive and impartial review of cadres, civil servants, public employees, and workers based on an assessment of their qualities, capabilities, performance results, and level of task completion.

Hanoi requires units to send officials, civil servants, and public employees to participate in training courses to meet the standards and improve their professional skills and expertise for new job positions after restructuring.

"Compile a list of individuals subject to termination of employment and those who voluntarily submit resignation letters, applying the policies and regulations stipulated in Articles 7, 8, 9, and 10 of Decree No. 178/2024/ND-CP; prepare a budget estimate for implementation; and submit it to the competent authority for consideration and decision according to the management hierarchy," Hanoi requested.

Hanoi has assigned the Department of Internal Affairs to coordinate with the Department of Finance to research and advise the City People's Committee to submit to the City People's Council a policy to provide additional support to individuals under its management during the organizational restructuring process.

The units are also tasked with fully and promptly implementing the regulations and policies for officials, civil servants, and employees as prescribed by the Government and the city during the process of restructuring and organizing the apparatus.
