Hanoi Statistics shows that, of which, domestic revenue was 587.7 trillion VND, exceeding 21.8% of the estimate and increasing 40.8%; revenue from crude oil was 2.5 trillion VND, reaching 59.1% and equal to 65.4%; revenue from import-export activities was 34.7 trillion VND, exceeding 26.9% and increasing 31.1%.

Some major revenue sectors in domestic revenue in the past 11 months include: Revenue from the state-owned enterprise sector achieved 70.3 trillion VND, reaching 87.2% of the year's estimate and increasing by 5.2% over the same period in 2024; the foreign-invested enterprise sector achieved 31.9 trillion VND, exceeding 5.0% and increasing by 12.3%; the non-state enterprise sector achieved 120.4 trillion VND, exceeding 13.7% and increasing by 43.9%.
In addition, personal income tax reached 58.4 trillion VND, exceeding 16.9% and increasing 28.6%; land use fee collection was 105.2 trillion VND, exceeding 119.3% and 3 times the same period last year; fees and charges collected were 24.1 trillion VND, exceeding 2.6% and increasing 9.8%; registration fee collection was 7.6 trillion VND, exceeding 5.5% and increasing 8.6%.
Also in the 11 months of 2025, local budget expenditure is estimated at 117.7 trillion VND, reaching 70.9% of the estimate assigned at the beginning of the year and increasing by 38.6% over the same period in 2024. Of which, development investment expenditure is 54.9 trillion VND, reaching 63.0% and increasing by 44.3%; regular expenditure is 62.6 trillion VND, reaching 88.5% and increasing by 33.9%.
Some main areas of expenditure in the regular expenditure of the local budget in the first 11 months of 2025 are education, training and vocational training expenditures of VND 21.9 trillion, reaching 88.6% of the estimate and increasing by 25.9% over the same period last year; expenditures on state administrative management, party and mass organizations of VND 14.1 trillion, exceeding 30.5% and increasing by 73.8%; expenditures on economic activities of VND 8.9 trillion, reaching 68.3% and increasing by 24.5%.
In addition, social security expenditure was 6.2 trillion VND, reaching 92.6% and increasing by 46.1%; health , population and family expenditure was 3.3 trillion VND, reaching 97.3% and increasing by 21.9%; environmental protection expenditure was 2.4 trillion VND, reaching 73.3% and increasing by 18.7%.
