According to Hanoi statistics, domestic revenue reached 587.7 trillion VND, exceeding the forecast by 21.8% and increasing by 40.8%; revenue from crude oil was 2.5 trillion VND, reaching 59.1% and equaling 65.4%; and revenue from import and export activities was 34.7 trillion VND, exceeding the forecast by 26.9% and increasing by 31.1%.

Some key revenue sources in domestic revenue collection over the past 11 months include: Revenue from the state-owned enterprise sector reached VND 70.3 trillion, achieving 87.2% of the annual target and increasing by 5.2% compared to the same period in 2024; the foreign-invested enterprise sector reached VND 31.9 trillion, exceeding the target by 5.0% and increasing by 12.3%; and the non-state enterprise sector reached VND 120.4 trillion, exceeding the target by 13.7% and increasing by 43.9%.
In addition, personal income tax revenue reached VND 58.4 trillion, exceeding the target by 16.9% and increasing by 28.6%; land use fee revenue reached VND 105.2 trillion, exceeding the target by 119.3% and tripling compared to the same period last year; fee and charge revenue reached VND 24.1 trillion, exceeding the target by 2.6% and increasing by 9.8%; and registration fee revenue reached VND 7.6 trillion, exceeding the target by 5.5% and increasing by 8.6%.
Also in the first 11 months of 2025, local government budget expenditures are estimated at VND 117.7 trillion, reaching 70.9% of the initial budget allocation and increasing by 38.6% compared to the same period in 2024. Of this, development investment expenditures amounted to VND 54.9 trillion, reaching 63.0% and increasing by 44.3%; recurrent expenditures amounted to VND 62.6 trillion, reaching 88.5% and increasing by 33.9%.
Some key expenditure areas in the local budget's recurrent spending for the first 11 months of 2025 include: education, training, and vocational training, which reached 21.9 trillion VND, achieving 88.6% of the projected target and increasing by 25.9% compared to the same period last year; state, party, and mass organization administrative management, totaling 14.1 trillion VND, exceeding the target by 30.5% and increasing by 73.8%; and economic activities, totaling 8.9 trillion VND, reaching 68.3% of the target and increasing by 24.5%.
In addition, social security spending reached 6.2 trillion VND, achieving 92.6% of the target and increasing by 46.1%; spending on health , population and family planning reached 3.3 trillion VND, achieving 97.3% of the target and increasing by 21.9%; and spending on environmental protection reached 2.4 trillion VND, achieving 73.3% of the target and increasing by 18.7%.
