According to a summary report from the Hanoi City People's Committee Office, there are currently 57 social housing construction projects in the city. Of these, 9 projects are social housing projects for the armed forces (7 projects are currently undergoing land clearance and 2 projects are completing procedures related to planning, investment preparation, and legal documentation).
Regarding other social housing projects comprising 48 projects, currently 6 projects have completed land clearance; 30 projects are underway; 8 projects have not yet completed land clearance due to ongoing procedures for investment preparation, planning, and related legal documents; and 4 projects have not yet had specific information updated.

According to Bui Duy Cuong, Vice Chairman of the Hanoi People's Committee, the early commissioning of social housing projects is of great importance in creating a policy housing fund to serve officials and citizens, while also contributing to promoting the socio -economic development of the capital city.
Regarding projects under the Ministry of Public Security , the Vice Chairman of the City People's Committee requested that the units continue to closely follow the directives of the city leaders; and assigned the City People's Committee Office to compile and finalize the specific progress milestones for each project.
For the remaining projects, the city's People's Committee leadership assigned the City People's Committee Office to take the lead in coordinating with localities to review and finalize the land clearance progress in order to compile a general report for all 57 projects; while clearly separating the completed work from the ongoing implementation.
Emphasizing the need to strengthen discipline, Vice Chairman of the Hanoi People's Committee Bui Duy Cuong said that the city assigns specific responsibilities to the heads of localities and investors according to the progress of each project. Periodically, every 2 to 3 weeks, or at the latest 1 month, the units must review and assess the progress of land clearance to promptly resolve any difficulties or obstacles that arise.
Regarding land clearance mechanisms and policies, Mr. Cuong requested that localities adhere closely to the regulations of the Land Law and the city's specific mechanisms to focus on dissemination and implementation. For projects subject to Resolution No. 258, localities must promptly approve the plans.
Local authorities should proactively develop plans and critical path timelines for each project to ensure synchronized implementation; prioritizing social housing projects similar to key infrastructure projects.
The city maintains three mobile task forces to support land clearance. The task force serving the land clearance for the Ring Road 2.5 project, after completing its nhiệm vụ (before May 30th), will continue to support other projects in the area, preparing for the implementation of the Ring Road 3.5 project and social housing projects.
The city has assigned the Department of Construction to closely monitor and inspect the process, requiring investors to focus resources on construction immediately after receiving the cleared site. Investors who fail to cooperate with the local authorities or intentionally delay progress will be subject to severe penalties.
