The plan was issued to effectively implement the Decisions of the Prime Minister and the Ministry of Finance on the Project on general inventory of public assets at agencies, organizations, units, infrastructure assets invested and managed by the State under the management of Hanoi city; Project on effective management, use and exploitation of public assets of Hanoi city in the period of 2023-2025, with orientation for the period of 2026-2030.
The results of the general inventory of public assets are the basis for the City to grasp the current status of public assets at agencies, organizations, units, infrastructure assets invested and managed by the State in terms of quantity, value, structure, current usage status, etc. On that basis, gradually complete or propose to complete the system of mechanisms and policies on management and use of public assets, handle and completely overcome existing problems and limitations, and propose and implement solutions to improve the effectiveness of management, use and effective exploitation of public assets of Hanoi City in the next period; serve the work of reporting on the management and use of public assets, providing information to prepare state financial reports, reports on thrift practice, and anti-waste according to the provisions of law.
Regarding the specific progress of the general inventory, by December 31, 2024, complete the preparation work to serve the general inventory of public assets.
By March 31, 2025, complete the general inventory at each inventory subject and report the inventory results to the superior management agency (Department, branch, unit under the City, People's Committee of district, town).
By April 15, 2025, complete reporting of inventory results from superior management agencies; enterprises and other entities (for infrastructure assets) to the Departments as the focal points for synthesizing data for each group of public assets.
By May 1, 2025, complete reporting of inventory results from Departments and branches that are the focal points for synthesizing data for each group of public assets and send it to the Department of Finance for general synthesis.
By June 15, 2025, the Department of Finance will complete the synthesis of inventory results and prepare a summary report of the City People's Committee to send to the Ministry of Finance.
Scope of inventory includes: Group 1: Public assets at agencies, organizations and units as prescribed in Clause 1, Article 4 of the Law on Management and Use of Public Assets that meet the criteria of fixed assets as prescribed in Circular No. 23/2023/TT-BTC dated April 25, 2023 of the Minister of Finance (except for special assets at units of the People's Armed Forces, assets on the list of state secrets), including: Offices, public service establishments (including land use rights for construction of office buildings, public service establishments), cars, special fixed assets, assets specified in Section A of the Appendix to Decision No. 213/QD-TTg dated March 1, 2024 of the Prime Minister .
Group 2: Infrastructure assets invested and managed by the State (excluding assets partially supported by the State with funding, raw materials, etc. for construction investment), including: traffic infrastructure; clean water supply infrastructure; irrigation infrastructure; commercial infrastructure such as markets; infrastructure of industrial clusters, industrial parks; infrastructure of economic zones; infrastructure of high-tech zones; infrastructure of concentrated information technology zones; infrastructure to respond to climate change such as dikes; fishing port infrastructure; infrastructure belonging to cultural institutions, sports institutions at the grassroots level (commune level, village level), cultural villages; technical infrastructure such as underground urban construction space. List of types of assets to be inventoried according to the Appendix attached to Decision No. 213/QD-TTg dated March 1, 2024 of the Prime Minister.
Subjects of inventory include: For public assets at agencies, organizations and units: State agencies, public service units, agencies of the Communist Party of Vietnam, the Vietnam Fatherland Front at all levels, socio-political organizations, social organizations, socio-professional organizations and other organizations established under the provisions of the law on associations under the management of the City that are managing and using public assets. For infrastructure assets invested and managed by the State: Agencies, organizations, units, enterprises and other subjects that are managing infrastructure assets invested and managed by the State under the management of the City.
The inventory data closing time is 0:00 on January 1, 2025.
The City People's Committee assigned the Department of Finance as the focal agency, coordinating with the Departments, branches, sectors, organizations, units, enterprises of the City, People's Committees of districts, towns to implement this Plan.
