Hanoi operates a synchronized software system for managing and resolving voter petitions.

Kinhtedothi - On the morning of December 12th, at its 20th session, the Hanoi City People's Council passed a Resolution on addressing voter petitions from the beginning of 2024 to the present.

The resolution states that the Hanoi City People's Council requests the Hanoi City People's Committee to strengthen leadership and guidance in seriously and fully implementing the conclusions and recommendations mentioned in the monitoring report of the Standing Committee of the Hanoi City People's Council, with clear responsibilities and a clear roadmap for resolution, while focusing on implementing tasks and solutions.

Review and examine all outstanding voter petitions that remain unresolved or whose responses are unclear; review the contents of the concluding notice of the Standing Committee of the Hanoi People's Council's explanatory session on resolving voter petitions from the beginning of the 2021-2026 term to the present in Hanoi; and evaluate and classify the specific resolution results.

For eligible but incomplete or unclear issues and recommendations, focused direction and specific responsibilities should be assigned, and a clear roadmap for resolution should be established for the city's departments and agencies, as well as the People's Committees of districts, counties, and towns, to ensure their complete implementation. Incomplete responses or remaining issues should be promptly addressed and clarified. Simultaneously, the departments and agencies assigned to conduct inspections should be regularly monitored and urged to address and respond to voters' recommendations; a report on the implementation results should be submitted to the City People's Council at the mid-year regular session in 2025.

The People's Committee of Ho Chi Minh City directs city departments and agencies to improve their responsibility and the quality of their advice to the People's Committee in responding to and resolving voters' requests; and to coordinate effectively with the People's Committees of districts, counties, and towns to ensure that voters' requests are considered, responded to, and resolved fully and promptly.

Strengthen leadership and supervision of city departments and agencies, and the People's Committees of districts, counties, and towns in the implementation process. Simultaneously, regularly coordinate with the Committees of the City People's Council, the delegate groups and individual members of the City People's Council, and the Hanoi City Committee of the Vietnam Fatherland Front to understand the content of voters' recommendations and suggestions.

Regularly review and update new policies to propose and advise the City People's Council on adjustments and additions to policies to ensure they comply with legal regulations and the practical conditions of the city.

Effectively implement the regulations of the Standing Committee of the City People's Council and the City People's Committee on considering and resolving voter petitions submitted to the City People's Council. Simultaneously, operate the software for managing the consideration and resolution of voter petitions synchronously across the city to connect, monitor, and promptly address them.

Previously, the Hanoi City People's Council approved the promulgation of the Regulations on the working procedures of the People's Council, the Standing Committee of the People's Council, the Committees of the People's Council, the specialized departments of the Committees of the People's Council, the People's Council delegate groups, and the People's Council delegates of Hanoi City.

The regulations aim to ensure uniformity in implementation, creating conditions for the Standing Committee of the People's Council, the People's Council Committees, the Delegation Groups, and the People's Council members of the City to effectively fulfill their functions and duties; meeting the requirements for continued innovation and improvement in the quality, effectiveness, and efficiency of the City People's Council. The promulgation of these regulations is based on the systematization of relevant laws related to the organization and operation of the People's Council, which have recently been amended and promulgated, ensuring their suitability to the current practical operations of the City People's Council.
