Kinhtedothi - The Hanoi City People's Council's questioning of the implementation of socio-economic development targets and tasks is necessary to assess results, identify shortcomings, obstacles, and their causes, thereby proposing breakthrough and decisive solutions to strive for the highest possible achievement of the goals and targets for the entire term.


On December 11th, the 20th session of the 16th Hanoi City People's Council held a question-and-answer session.

Attending the question-and-answer session were Politburo member, Secretary of the Hanoi City Party Committee, and Head of the Hanoi City National Assembly Delegation Bui Thi Minh Hoai; Central Committee member, Deputy Secretary of the Hanoi City Party Committee, and Chairman of the Hanoi City People's Committee Tran Sy Thanh; Standing Deputy Secretary of the Hanoi City Party Committee Nguyen Van Phong, along with members of the Standing Committee of the Hanoi City People's Council and People's Committee; and representatives from various departments, agencies, and units of the city.

Many aspects are behind schedule compared to the commitments.

In his opening remarks at the question-and-answer session, the Deputy Secretary of the Hanoi City Party Committee and Chairman of the Hanoi City People's Council, Nguyen Ngoc Tuan, stated that, based on the opinions and recommendations of voters, issues of social concern, and the results of the compiled questionnaires proposing questions for questioning, and in accordance with regulations and the planned agenda of the session, on November 29, 2024, the Standing Committee of the Hanoi City People's Council issued a document and sent questionnaires to the City People's Council delegates seeking their opinions on two groups of issues to be decided upon for questioning at this session.

In summary, the majority of opinions from the City People's Council delegates were in agreement and highly unanimous in selecting the two groups of issues that are of great concern to voters and the people.

Firstly, the City People's Council will re-examine the implementation of several resolutions and conclusions from previous questioning sessions of the City People's Council that have reached their deadlines for resolution but have been implemented slowly and ineffectively.

Accordingly, from the beginning of the 2021-2026 term to the present, the City People's Council has held 7 questioning sessions on groups of issues such as: slow-progressing projects, public asset management, administrative reform, decentralization and delegation of authority, digital transformation, discipline and order in public service, environmental issues, wastewater and waste treatment, transportation, urban development, and many other important contents. These are all important and urgent issues that are of concern to the public and voters.

According to the Chairman of the City People's Council, the questioning and answering sessions of the 16th term of the City People's Council continued to be innovative, substantive, effective, and efficient. At the end of each session, the City People's Council issued a resolution. A new feature is the inclusion of an appendix containing "commitments," "promises," a roadmap, and completion timelines, creating favorable conditions for the City People's Committee to organize implementation, and to periodically monitor, evaluate, and urge progress according to the committed deadlines.

Following the questioning session, many issues and matters were addressed by the City People's Committee and the Chairman of the City People's Committee, with focused direction from relevant departments, agencies, and organizations. These efforts have resulted in significant improvements and many concrete achievements and products.

"Through monitoring, compilation, and supervision by the Standing Committee of the City People's Council and the opinions and recommendations of voters, some contents and issues that have been decided and concluded by the City People's Council are still slow and ineffective in implementation, and need to be re-examined to clarify the causes - especially the subjective causes; clearly define responsibilities, roadmap and more decisive and effective solutions to accelerate the implementation progress in the coming time," said the Chairman of the City People's Council.

Questioning to find breakthrough solutions and achieve term targets.

The second group of issues concerns the City People's Council's questioning of the implementation of several targets and tasks of the 5-year socio-economic development plan for the period 2021-2025.

Chairman of the Hanoi People's Council Nguyen Ngoc Tuan stated that, since the beginning of the term, amidst numerous difficulties and challenges, particularly the impact of the Covid-19 pandemic and the complex and unpredictable global political and economic situation, the city has decisively directed and implemented the central government's directives; effectively carried out solutions to overcome difficulties, promote socio-economic development, ensure national security and defense, and achieved many outstanding results.

According to reports from the People's Committee of Ho Chi Minh City and monitoring by the City People's Council on the progress of implementing the 5-year socio-economic development plan for the period 2021-2025, out of 20 key socio-economic indicators, by the end of 2025, 3 indicators are expected to be completed exceeding the plan, 5 indicators are expected to be completed; and 12 indicators are expected to be difficult to complete according to the plan. Some component indicators are performing poorly, facing many difficulties, and there are no effective solutions to accelerate progress; some sectors and fields have not yet achieved breakthrough growth and development compared to their potential and strengths....

The Chairman of the City People's Council emphasized that 2025 is the final and decisive year in achieving the goals and targets of the Resolution of the 17th City Party Congress and the City People's Council's Plan on socio-economic development for the 2021-2025 period. Therefore, the City People's Council's questioning on the implementation of socio-economic development targets and tasks is necessary to evaluate results, identify shortcomings, obstacles, difficulties, subjective and objective causes, the responsibilities of all levels and sectors, and propose breakthrough, decisive, synchronized, and effective solutions to strive for the highest possible achievement of the goals and targets for the entire term.

"This is also a matter and a task that General Secretary To Lam and, more recently, National Assembly Chairman Tran Thanh Man have raised for the city. Especially the directives of the Standing Committee and the City Party Committee, and the request of the City Party Secretary and Head of the National Assembly Delegation of Ho Chi Minh City, Bui Thi Minh Hoai," emphasized Chairman of the City People's Council Nguyen Ngoc Tuan.
