The program was attended by leaders of the Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Binh Kien and Tan An wards; along with representatives from various departments, organizations, and armed forces of the two wards. Representatives from the two localities, including the Secretary of the Party Committee and Chairman of the People's Council of Binh Kien ward, Nguyen Le Vi Phuc, and the Secretary of the Party Committee and Chairman of the People's Council of Tan An ward, Nguyen Duc Vinh, co-chaired the program.
Speaking at the event, Nguyen Le Vi Phuc, Secretary of the Party Committee and Chairman of the People's Council of Binh Kien Ward, emphasized: "The twinning between the two wards is an event of profound political and social significance, not only spreading the spirit of solidarity but also opening up opportunities for comprehensive coordination in Party building, socio-economic development, maintaining security and defense, and caring for the people's lives."

Comrade Nguyen Le Vi Phuc affirmed that this is an opportunity for cadres, Party members, and people of the two localities to continue to cultivate a sense of responsibility and determination to successfully implement the resolutions set forth by the Party Congresses at all levels.
According to the signed agreement, Binh Kien Ward and Tan An Ward agreed to cooperate in many important areas. In Party building, the two sides will exchange experiences on developing Party members, improving the quality of Party branch activities, and training young and female cadres. In the economic field, the two wards will coordinate in introducing effective production models, supporting the connection of product consumption, especially agricultural products and OCOP products characteristic of each locality.

In the socio-cultural field, the program outlines cultural, artistic, and sports exchanges to strengthen community cohesion; sharing experiences in building a cultured life, gender equality, education, and healthcare for the people. The two wards also agreed to promote social welfare activities, mobilize resources to support poor households, policy beneficiary families, and vulnerable groups; develop scholarship and talent promotion funds; and coordinate efforts to overcome the consequences of natural disasters and epidemics.
Regarding national defense and security tasks, the two localities will strengthen the exchange of experiences in maintaining social order and safety, preventing crime; implementing the "All People Protect National Security" movement and military recruitment. In addition, the Fatherland Front and mass organizations of the two wards will regularly coordinate in implementing emulation movements, major campaigns, building self-governing models and model residential areas.

Leaders of the two localities affirmed their determination to deepen and strengthen the sister-city relationship, making it more practical and beneficial for the people.
"With the proactive approach, responsibility, and high spirit of solidarity of all officials and Party members of the two wards, I believe that this fraternal relationship will not only remain a formality but will become a powerful driving force to promote the comprehensive development of both localities," said Nguyen Duc Vinh, Secretary of the Party Committee and Chairman of the People's Council of Tan An ward.

On this occasion, the Party Committee and people of Tan An ward provided 200 million VND and one truckload of essential goods to help Binh Kien ward overcome the damage caused by the recent historic floods.
The Women's Union of Tan An Ward also sent 10 million VND to the Women's Union of Binh Kien Ward as part of the "Giving Seeds - Sowing Hope" program to support members and women affected by natural disasters in Binh Kien Ward.
