Kinhtedothi - Regarding wastewater treatment plant projects, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan emphasized that these projects are behind schedule. Therefore, the units that have committed to completing them in the first quarter of 2025 must actively implement them and not delay any further.
On the afternoon of December 11th, the City People's Council questioned the second group of issues, concerning the implementation of some targets and tasks of the 5-year socio -economic development plan for the period 2021-2025.

Solutions for completing wastewater treatment projects
Participating in the questioning of the Director of the Department of Construction, delegate Nguyen Minh Duc (Hoang Mai district) stated that by March 2024, the urban wastewater treatment system had reached 30.9%. To achieve the target of 50-55% of urban wastewater treated by 2025, as stipulated in the City People's Council Resolution, depends on the completion of the Yen Xa wastewater treatment system project, which is currently behind schedule, and other wastewater treatment projects such as Kien Hung, Son Tay, and Song Nhue… which are currently under preparation for investment.
The delegates requested the Department of Construction to clarify the feasibility of achieving the 2025 target for the percentage of treated wastewater and to expedite the implementation of wastewater treatment plant projects. They also requested the Hanoi People's Committee to clarify the solutions for completing the Yen Xa wastewater treatment plant project and restoring the To Lich River to its clean, flowing state, as concluded by the Hanoi Party Secretary and the Chairman of the People's Committee regarding the recent cleaning of the To Lich River.

Responding to this issue, Director of the Department of Construction Vo Nguyen Phong said that, in order to achieve the target of wastewater treatment rate, when developing the work programs for the entire 17th term, the City Party Committee identified putting the Yen Xa Wastewater Treatment Plant into operation as a key project to achieve this target.
To date, the Yen Xa wastewater collection and treatment plant construction project has completed packages 1 and 2, while packages 3 and 4 are still experiencing delays. The project's trial operation on December 1, 2024, with a capacity of 100,000 m3/day, has increased the treated wastewater volume in the inner city to 414,300 m3/day, reaching approximately 40.8%. To ensure this target is met, focus must also be placed on operating package 2 and completing package 4, which includes several urban areas and Ha Dong district. If these two packages are completed, the collection volume will increase by an additional 194,500 m3/day, thus essentially achieving the set target.
Currently, the city is urging the completion of several other wastewater treatment projects such as the Viet Hung 7,600m3 plant, the Cau Nga wastewater treatment plant, and the Van Canh plant… Thus, with these projects put into operation, the city's wastewater treatment capacity will increase. To achieve this target, we must strive to urge investors to complete the projects on schedule. This is a task for the relevant departments and project management boards to implement in the coming period.
According to the Director of the Department of Construction, regarding the implementation of General Secretary To Lam's directive during his recent visit to Hanoi, which stated that by 2030 the city must increase the wastewater treatment rate in the inner city to 100%, the city must urgently review several areas and approve investment plans, particularly in areas F3 and F5 related to the Phu Do and Phu Thuong wastewater treatment plants. In addition, investment and implementation of three plants in Long Bien must be focused on.

In the first quarter, the Son Dong wastewater treatment plant project was put into completion.
During the questioning session, delegate Nguyen Minh Tuan (from Phu Xuyen district) pointed out that the target for treating urban wastewater is difficult to achieve according to plan, due to the fact that some projects have not been completed, for example, the Viet Hung Wastewater Treatment Plant project (Long Bien district) has not been handed over after 8 years. The delegate requested the Director of the Department of Construction to explain the reasons, obstacles, and progress of completion.
Delegate Doan Viet Cuong stated that the Son Dong wastewater treatment plant project (Hoai Duc district) has been delayed for 11 years and is still unfinished. He requested the Director of the Agricultural Project Management Board to explain the reasons; and asked the Chief Inspector to provide the results of the inspection.
Regarding this issue, the Director of the Hanoi Department of Construction, Vo Nguyen Phong, said that the Viet Hung wastewater treatment plant has a capacity of 7,600 m3/day. Recently, the Department of Construction has urged the repair of this wastewater treatment plant to ensure it is operational. To date, the Department of Construction has taken over its management and operation.
"During the process of selecting the official management and operation unit, the Department encountered some difficulties and obstacles in receiving assets; unit prices for the bidding package… These difficulties have been reported to the City, and the City has resolved them regarding unit prices for the items. The Department has completed the bidding estimate for management and operation for the period 2025-2027, and the bidding for the operating unit will proceed in January 2025," - Hanoi Department of Construction Director Vo Nguyen Phong informed.
Regarding the Son Dong Wastewater Treatment Plant Project, the leaders of the City's Infrastructure and Agriculture Construction Investment Project Management Board stated that the project is 99% complete despite numerous difficulties and obstacles, with only a few minor items remaining to be finalized. The plant underwent trial operation on April 10, 2024. The Management Board will urge contractors to focus on implementation and completion within 2024, with the project to be handed over for official operation in the first quarter of 2025.
According to the Chief Inspector of Ho Chi Minh City, Tran Duc Hoat, regarding the Son Dong wastewater treatment plant project, the 2022 inspection results revealed prolonged delays and five existing shortcomings and violations. The City People's Committee has directed relevant agencies to implement the conclusions of this inspection. Through monitoring, the identified issues have been addressed, focusing on three key areas: supplementing environmental monitoring and resolving issues related to the discharge connection. Currently, the plant is undergoing trial operation, but some aspects, including the selection of an operating unit by the Department of Construction, require urgent implementation.

During the question-and-answer session, Vice Chairman of the People's Committee of Ho Chi Minh City, Nguyen Trong Dong, requested that the units implement the tasks according to schedule. The Agricultural Project Management Board should hand over the projects to the relevant specialized agencies for public bidding, and the units must also propose implementation plans.
Regarding wastewater treatment plant projects, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan emphasized that these projects have been delayed for many years. Therefore, the units that have committed to completing them in the first quarter of 2025 must actively implement them and not delay any further.
