On the afternoon of July 21st, the Hanoi Department of Education and Training sent a document to the People's Committees of wards and communes; affiliated educational institutions; private schools, schools with foreign elements, and vocational and college schools in the city, requesting them to proactively take measures to respond to Typhoon No. 3 (Typhoon Wipha).
The announcement stated that, according to the National Center for Hydro-Meteorological Forecasting and the Northern Vietnam Hydro-Meteorological Station, Typhoon No. 3 is a strong, fast-moving storm affecting Northern and North Central Vietnam from the evening of July 21st, causing strong winds, heavy rain, and a high risk of flash floods, landslides in the midland and mountainous areas, and flooding in low-lying areas and urban areas.
The Hanoi Department of Education and Training requests that leaders of the People's Committees of wards and communes; and all units and schools seriously and effectively implement the directives and guidelines of the Central Government and the city in disaster prevention and control, and search and rescue; and regularly monitor weather and disaster warnings, forecasts, and developments closely to proactively prevent, avoid, and respond.
Based on weather conditions and natural disasters, units should proactively review and prepare plans, and implement response measures according to the "four on-the-spot" principle, suitable to the school's conditions. In addition, they should review the green spaces within the school grounds; if any old trees are found to be at risk of falling, they must be reported for timely handling.
Units should have plans in place and promptly relocate assets, machinery, equipment, desks, chairs, files, and books to safe locations to ensure they are not damaged, broken, or lost, minimizing damage caused by the storm. Special attention should be paid to the preservation of exam papers, files, and documents related to the 2025 high school graduation exam.
Units and schools should proactively clean up the environment and mitigate the consequences of natural disasters and incidents; clean up school premises immediately after storms to ensure safety, cleanliness, and disease prevention, in preparation for the new school year.
The Hanoi Department of Education and Training requires all schools to absolutely refrain from organizing summer activities, especially in areas at risk of flooding and landslides. They must also establish communication channels with parents to manage students participating in summer activities, minimizing the risks associated with storms and heavy rain.
