Ha Tinh: Ensure safety, urgently evacuate people from flooded areas

Due to the influence of the strengthening continental high pressure, combined with the tropical convergence zone with an axis through the North Central region, from the morning of September 23, there has been moderate to heavy rain in Ha Tinh province.

The water level on Ngan Pho, Ngan Sau, and La rivers rose rapidly, causing flooding in the downstream areas. Local authorities urgently evacuated people from flooded and landslide areas. After hearing the news that the hydroelectric plant was regulating the flood, Mr. Phan Ngoc Tu in Am Thuy village, Kim Hoa commune, Huong Son district hurriedly moved his goods and belongings to higher ground. However, due to heavy rain, floodwaters from upstream poured in quickly, leaving him and his wife unable to clean up in time. Some of the goods that were not moved in time were wet and unusable. Mr. Phan Ngoc Tu said that from the morning of September 23, floodwaters began to pour in quickly. To ensure safety, he took his wife and children to stay with relatives, while he stayed at the store to move the goods to a higher location. In the Dinh market area, Kim Hoa commune, the floodwaters poured in, causing deep flooding, nearly 1 meter in some places. Along both sides of the road to the market, there are many houses and goods of the people. After the flood, people urgently moved their property and goods to a safe place.

Ms. Bui Thi Sang said that her family has not had a chance to rest for the past two days. The flood water from the previous rain had not yet subsided, but now the flood has risen to more than 0.8m... Many of her goods were wet because they could not be moved to higher ground in time. On the night of September 23, she and her husband had to stay on guard so that the goods could be moved to where the water rose. This situation has been happening continuously, making her very worried. Due to the impact of heavy rain, many traffic routes in localities in Ha Tinh were flooded, affecting people's travel. In Huong Son district, heavy rain caused overflow bridges in the communes of Son Kim 1, Son Linh, Son Tay, Son Hong and Pho Chau town to be flooded. Some inter-village roads, commune and inter-commune roads in the communes of Son Bang, Son Phu, Son Tien, An Hoa Thinh, Kim Hoa, Son Le were partially flooded. On flooded roads and bridges, local authorities have erected barriers, warning signs, and assigned guards to ensure the safety of people and vehicles. The Departmentof Education and Training of Huong Son district has also proactively allowed more than 5,600 students in 17 schools (8 kindergartens, 5 primary schools, 4 secondary schools) to stay home from school.

Mr. Tran Binh Than, Chairman of Huong Son District People's Committee, said that the rainfall in the area from the evening of September 22 to 7:00 a.m. on September 23 was over 250 mm in some places. Along with that, the river water from upstream rose very quickly, the water level of Ngan Pho River reached alert level 2. Currently, some residential areas were flooded and had landslides. In this situation, the district assigned members of the Steering Committee to closely monitor the area, instructing localities and people to properly implement the "4 on-site" motto. For flooded areas, the authorities have supported the relocation of assets for poor and single households. In the face of the flood, the local authorities continued to send forces to monitor and be on duty regularly to ensure the safety of the people. In other localities in Ha Tinh province such as Duc Tho, Huong Khe, Nghi Xuan, heavy rain also caused some inter-village traffic routes, village roads, and people's crops to be flooded. Faced with the complicated situation of floods and some roads in villages being flooded, the Education Department of Huong Khe and Duc Tho districts also proactively let preschool and primary school students stay home from school.
